2009年,兵团广大干部职工在兵团党委、兵团的正确领导下,以邓小平理论和“三个代表”重要思想为指导,认真贯彻党的十七大和十七届三中、四中全会精神,深入贯彻落实科学发展观,全面落实兵团党委六届二次全委(扩大)会议各项工作部署,积极应对国际金融危机冲击,努力克服乌鲁木齐7·5事件不利因素影响,国民经济保持了平稳较快增长,社会事业取得新的成绩。
一、综 合
初步核算,全年兵团生产总值610.69亿元,按可比价格计算,比上年增长13.6%。其中,第一产业增加值204.73亿元,增长7.0%;第二产业增加值206.57亿元,增长25.3%;第三产业增加值199.39亿元,增长10.4%。三次产业对经济增长的贡献率分别为18.2%、55.6%和26.2%。三次产业结构由上年的34.9:31.7:33.4调整为33.5:33.8:32.7。人均生产总值23734元,比上年增长13.9%。
兵团控股的13家上市公司累计募集资金74.77亿元,其中发行上市募资34.82亿元,再融资39.95亿元。
国家级和兵团级农业产业化重点龙头企业61家,其中国家级11家。龙头企业带动农户39万户,销售收入过10亿元的企业有8家。
兵团国有及国有控股企业实现利润12.57亿元,比上年增加9.50亿元。
初步统计,全年上交各类税费73亿元。
全年居民消费价格比上年上涨0.7%(见表一)。商品零售价格上涨0.4%,农业生产资料价格下降0.5%,农产品生产价格上涨9.0%,工业品出厂价格下降14.5%,原材料、燃料、动力购进价格下降9.4%,固定资产投资价格下降2.0%。

全年四个季度企业家信心指数和企业景气指数均处于100以上的景气区间。一至四季度企业家信心指数分别为104.8、114.5、 111.5和127.3,前三季度分别比上年同期下降26.5点、7.6点、2.5点,四季度比同期提高22.8点;企业景气指数分别为118.3、121.9、122.2和120.6,分别比上年同期提高0.7点、7.6点、7.3点和11.1点。
二、农 业
全年完成农业总产值432.66亿元,比上年增长7.0%。实现农业增加值204.73亿元,增长7.0%。
农作物播种面积1107.70千公顷(1661.55万亩),增长3.6%。其中,粮食作物种植面积307.08千公顷(460.64万亩),增长35.9%;棉花种植面积487.86千公顷(731.78万亩),下降13.4%;油料种植面积68.72千公顷(103.08万亩),下降4.5%;甜菜种植面积20.29千公顷(30.45万亩),下降17.0%;蔬菜种植面积(含菜用瓜)73.84千公顷(110.76万亩),增长31.2%。
农作物精量半精量播种面积759.80千公顷(1139.70万亩),比上年下降3.8%,其中棉花精量播种面积386.45千公顷(579.68万亩),下降25.7%。棉花机械采收面积115.67千公顷(173.51万亩),测土配方施肥面积675.47千公顷(1013.21万亩)。
有效灌溉面积1093.99千公顷(1640.98万亩)。高新节水灌溉面积652.92千公顷(979.39万亩),其中当年新增46.28千公顷(69.42万亩)。
全年棉花产量113.43万吨,比上年下降13.6%;粮食产量211.73万吨,增长48.8%;油料产量18.63万吨,增长10.1%;甜菜产量145.33万吨,下降8.1%。
年末牲畜存栏586.19万头(只),比上年增长9.3%。主要农、畜产品产量保持增长(见表二)。

全年农业机械总动力338.56万千瓦,比上年增长6.4%。
年末拥有水库125座,总库容32.87亿立方米。机电井14629眼,提水量21.47亿立方米。修建水闸114座,堤防建设长度2442.61千米。水利工程供水量115.13亿立方米。
三、工业与建筑业
全年全部工业增加值148.70亿元,比上年增长25.8%。规模以上工业增加值增长21.4%,其中,国有及国有控股企业增长19.1%;有限责任公司增长28.8%,股份制企业下降1.6%,外商及港澳台商投资企业增长16.2%,私营企业增长92.7%。按轻重工业分,轻工业增长28.5%,重工业增长15.1%。
全年规模以上工业中,煤炭开采和洗选业增加值比上年增长9.2%;农副食品加工业增长64.1%;食品制造业下降11.2%;饮料制造业增长3.5%;纺织业增长32.8%;化学原料及化学制品制造业增长12.5%;非金属矿物制品业增长14.3%;电力、热力的生产和供应业增长16.9%。
主要工业产品产量大部分保持增长(见表三)。

全年建筑业增加值57.87亿元,比上年增长23.9%。建筑施工企业完成总产值222.50亿元,增长26.6%,其中国有及国有控股企业完成186.52亿元,增长20.8%。
全年投标承包工程面积1360.99万平方米,增长27.1%。房屋建筑施工面积1507.41万平方米,增长33.6%,其中本年新开工面积1096.40万平方米,增长38.5%。房屋建筑竣工面积753.91万平方米,增长16.2%。全部职工自有技术装备率6419元/人,自有动力装备率3.87千瓦/人。全员劳动生产率148925元/人,增长14.1%。
全年具有资质等级的总承包和专业承包建筑企业实现利润3.08亿元,增长18.0%,其中国有及国有控股企业实现利润2.47亿元,增长13.8%。
四、固定资产投资
全年全社会固定资产投资318.47亿元,比上年增长35.0%。其中,第一产业36.34亿元,增长6.5%;第二产业148.13亿元,增长40.7%;第三产业134.00亿元,增长38.7%(见表五)。总投资中,南疆师投资82.39亿元,增长26.7%;北疆师投资228.14亿元,增长38.4%。全年重点开工项目33个,完成投资51.90亿元。

房地产开发投资24.32亿元,比上年增长40.9%。商品房销售面积157.05万平方米,增长44.5%,其中住宅149.21万平方米,增长50.7%。商品房空置面积35.39万平方米,下降 21.9%。商品房销售额33.01亿元,增长57.4%。
工业累计完成投资146.89亿元,比上年增长40.9%。其中制造业完成投资91.76亿元,增长50.7%;电力、燃气及水的生产和供应业完成投资43.24亿元,增长19.8%。在制造业中,化学纤维制造业和非金属矿物制品业投资分别增长43.6%和49.1%(见表六)。
交通运输业累计完成投资32.28亿元,比上年增长39.5%。新建货、客运站点107个。通营连公路完成投资14.04亿元,新建通营连公路1700公里,新增通油路连队65个。
保障性住房完成投资60.49亿元,建设保障性住房8.10万户,其中廉租住房6.40万户,经济适用房1.70万户。竣工保障性住房6.35万户。
全年水利建设项目完成总投资25.55亿元,比上年增加3.08亿元,其中完成国家投资17.33亿元,比上年增加4.90亿元。
全年固定资产投资建设资金总额330.93亿元,本年资金来源327.65亿元。本年资金来源中,国家预算内资金55.56亿元,国内贷款65.75亿元,利用外资3.16亿元,自筹资金154.40亿元,其他资金48.78亿元。在自筹资金中,企事业单位自有资金105.80亿元,增长58.5%。
全年新增固定资产315.43亿元,比上年增长93.7%。主要新增生产能力或效益:原煤开采62万吨/年,水泥300万吨/年,棉纺锭41.72万锭,粘胶纤维4万吨,焦炭40万吨,发电装机容量37.26万千瓦,输电线路2040千米,医院570个床位/2.53万平方米,各类学校18879个学生席位/10.15万平方米。

五、公路运输业
年末民用汽车保有量10.69万辆,比上年末增长8.2%,其中私人汽车7.29万辆,增长10.6%。民用轿车3.60万辆,增长20.8%,其中私人轿车1.54万辆,增长60.2%。
全年民用汽车保有量中,载客汽车4.71万辆,增长18.4%;载货汽车2.84万辆,增长14.5%;农用运输车2.95万辆,下降7.0%。
全年道路运输旅客周转量57.95亿人公里、货物周转量86.42亿吨公里,分别比上年增长13.3%和20.9%(见表七)。

六、国内贸易
全年社会消费品零售总额179.78亿元,比上年增长12.3%。分行业看,批发和零售业零售额144.22亿元,增长11.1%;住宿和餐饮业零售额25.76亿元,增长26.5%;其他行业零售额9.80亿元,下降1.6%。
全社会商品购进总额526.29亿元,比上年增长3.9%;商品销售总额596.92亿元,增长15.4%;商品年末库存总额107.70亿元,下降14.5%。其中,限额以上批发和零售业商品购进总额384.50亿元,下降0.5%;销售总额444.99亿元,增长16.4%;年末库存总额74.32亿元,下降28.2%。
限额以上批发和零售业商品销售额中,棉麻类销售额比上年增长32.1%,煤炭及制品类下降75.5%,石油及制品类增长7.7%,化工材料及制品类下降10.5%,金属材料类增长30.1%,建筑及装璜材料类增长24.4%,机电产品及设备类增长18.6%。
七、对外贸易、经济技术协作与旅游
全年货物进出口总额46.60亿美元,比上年下降47.4%。其中货物出口42.60亿美元,下降49.6%;货物进口4.00亿美元,增长0.3%(见表八)。

出口总额中兵团自产品出口额8.64亿美元,增长14.9%,占兵团出口总额20.3%。
传统大宗商品出口中,服装及衣着附件出口16.64亿美元,下降61.9%;鞋类出口5.76亿美元,下降51.6%;机电产品出口5.53亿美元,下降23.9%;农产品出口1.75亿美元,下降25.9%,其中番茄酱出口1.29亿美元,下降24.8%。
新批外资项目6个,合同外资金额5705.72万美元,下降69.9%,实际使用外资4170.20万美元,下降32.0%。
对外承包工程、劳务合作完成营业额2.40亿美元,增长44.0%。
全年招商引资项目706个,投资总规模523.91亿元。引进兵团以外项目到位资金143.07亿元。其中,第一产业3.88亿元,第二产业111.75亿元,第三产业27.44亿元。外省投资项目到位资金104.34亿元,兵地融合项目到位资金38.73亿元。城市、开发区、园区招商项目178个,到位资金86.38亿元。
年末有旅行社124家,其中出境组团旅行社4家。旅游星级饭店48家,客房4896间,床位9998张,就业人数3869人。
全年接待旅游者340.46万人次,比上年下降30.0%。其中接待入境旅游游客10.02万人次,下降25.5%,外汇收入3871万美元,下降24.0%。旅游总收入10.0亿元人民币,下降28.3%。组织中国公民出境旅游4539人次。
八、金融与保险业
驻疆各银行年末对兵团贷款余额699.81亿元。其中,中长期贷款332.01亿元,短期贷款367.80亿元。
兵团农业银行年末各项本外币存款余额611.58亿元,比年初增长27.7%。其中,个人存款288.18亿元,增长21.0%;单位存款316.06亿元,增长35.8%。各项贷款年末余额184.10亿元,增长40.8%。其中,贴现及转贴现净值3.35亿元,下降61.4%;贷款180.69亿元,增长48.0%。
年末有各级保险分支机构2073个。全年保险业务收入194.61亿元,比上年增长1.7%。其中,农业险25.27亿元,增长12.7%;财产险184.73亿元,增长2.1%;人身险9.88亿元,下降6.8%。各类保险赔款给付金额134.62亿元,赔(给)付率69.1%,下降0.9个百分点。
九、科学技术与教育
年末有各类学校558所,在校学生56.55万人,教职工4.34万人。其中,普通高等学校在校生4.41万人,比上年增长6.2%、招生增长4.5%、毕业生增长6.2%(见表九)。小学适龄儿童入学率99.86%,初中适龄人口入学率95.56%。

年末有科学研究与技术开发机构17个,各类专业技术人员12.5万人。
全年1项成果获国家科技进步二等奖;61项成果获兵团科技进步奖,其中一等奖1项,二等奖23项,三等奖37项。
十、文化、卫生与体育事业
年末有广播电视播出机构197座,其中兵、师电视台2座、广播电台1座、广播电视台13座,农牧团场广播电视播出机构176座,广播覆盖率95.0%,电视覆盖率97.9%。
年末兵团有文化中心(兵团群艺馆)1座,军垦博物馆1座,国家三级图书馆1座,直属文艺团体4个,师属文艺团体4个。新建120个连队综合活动室、15个团场综合文化活动中心和35个文化信息资源共享工程县级支中心。“三五九旅纪念馆”建成开馆,10项非物质文化遗产列入兵团级项目目录。
全年摄制电视政论片《千古之策》、大型历史纪录片《秘筑中巴公路》。出版图书84种30余万册。
年末有各类卫生机构1327个(含营利性卫生机构),各类卫生人员23997人。其中,执业和执业助理医师8063人,注册护士7647人。每千人执业(助理)医师3.13人,每千人注册护土2.96人,每千人有医院床位6.81张。传染病报告发病率(甲乙类传染病)384.05 /10万,病死率0.38%,婴儿死亡率6.82‰,孕产妇死亡率29.63/10万。
组织参加第十届全国中学生运动会篮球、田径、武术、乒乓球四个项目,获得1枚铜牌、1个第四名、2个第五名、2个第七名和1个第八名,篮球队和代表团分别获得“体育道德风尚奖”。参加第十一届全国运动会兵团代表团获得“体育道德风尚奖”。兵团篮球队取得2010年第四届全国体育大会三人篮球比赛决赛资格。
十一、人口、就业、人民生活与社会保障
年末总人口257.31万人,与上年持平。全年出生人口1.44万人,出生率5.6‰;死亡人口1.13万人,死亡率4.4‰。人口自然增长率1.2‰。
年末从业人员103.57万人,比上年增长1.1%。年末在岗职工67.20万人,与上年基本持平。全年实现就业再就业6.50万人,其中下岗失业人员再就业2.54万人,新增劳动力就业3.96万人。年末城镇登记失业率2.88%。
兵团城镇居民人均可支配收入12929元,比上年增长9.2%,扣除价格因素,实际增长9.0%;团场农牧工家庭人均纯收入7668元,增长13.3%,扣除价格因素,实际增长11.1%。
在岗职工工资总额157.50亿元,增长13.6%。在岗职工平均工资21876元,比上年增加3304元,增长16.5%,扣除价格因素,实际增长15.7%。
全年安全饮水投资1.85亿元,解决19万人安全饮水问题。投资0.18亿元新建中小学水冲式厕所80座。
年末参加基本养老保险人数78.72万人(不含已退休人员),参加失业保险62.34万人,参加职工基本医疗保险118.45万人,参加居民基本医疗保险100.53万人,参加工伤保险64.57万人,参加生育保险60.73万人。
全年有各类收养性单位103个。13.10万人得到居民最低生活保障。国家抚恤、补助各类优抚对象0.38万人。
全年受理劳动保障监察投诉案件1404件,结案1287件,结案率92.0%;受理行政复议案件51件,结案率100%;处理劳动争议案件1703件,其中,劳动争议仲裁受理502件,结案491起,结案率97.8%。
十二、资源、环境与安全生产
全年规模以上工业企业综合能源消费量666.64万吨标准煤,比上年增长40.9%。其中,煤炭消费量1029.19万吨,增长38.4%;汽油0.34万吨,增长15.3%;柴油1.97万吨,增长23.4%;天然气2859万立方米,增长16.2%;电88.77亿千瓦小时,增长49.0%;热力898.86万百万千焦,增长17.1%。
全年工业废水排放总量4825.47万吨,工业废水中COD排放总量3.70万吨。工业废水排放达标率63.3%,工业重复用水率88.7%。工业废气中SO2排放总量6.76万吨,工业烟尘排放总量2.01万吨,工业粉尘排放量1.60万吨,工业固体废物排放量3.12万吨,工业固体废物综合利用量421.65万吨,综合利用率72.6%。
全年兵团工矿商贸企业共发生职工死亡事故18起,事故死亡27 人,比上年上升3.9%,其中煤炭行业死亡17人。亿元GDP生产安全事故死亡人数0.04人,下降20.0%;工矿商贸企业10万从业人员死亡人数4.93人,下降0.6%;煤矿百万吨死亡人数2.50 人,增长17.9%;万车公里事故死亡人数1.23人,上升39.8%。

In 2009, under the correct leadership of the CPC Committee of Xinjiang Production & Construction Group (Hereinafter shortened as XPCG) and XPCG, a great majority of cadres, staff and workers of XPCG, taking as the guidance of Deng Xiaoping Theory and the Important Thought of “Three Represents”, carefully put into effect the spirits of the seventeenth congress, the third and fourth full sessions of the CPC, implemented earnestly the scientific approach to the economic and social development, carried out arrangements set by the second full session (Expansion) of the sixth congress of the XPCG Committee of the CPC, vigorously dealt with the impact of the international financial crisis in an all round way, strove to overcome adverse influence of the July 5th incident in Urumqi, national economy continued to keep fast growth and social undertakings achieved new progress.
Ⅰ. General Outlook
In 2009, the gross domestic product (GDP) of the year was 61.069 billion yuan, up by 13.6 percent over the previous year at comparable prices. The value added of the primary industry was 20.473 billion yuan, up by 7.0 percent, that of the secondary industry was 20.657 billion yuan, up by 25.3 percent, and that of the tertiary industry was 19.939 billion yuan, up by 10.4 percent. The contribution rates of the three industries toward GDP growth were 18.2 percent, 55.6 percent and 26.2 percent respectively. The proportion of the value-added of the three industries in XPCG’s GDP was adjusted from 34.9:31.7:33.4 in the previous year to 33.5:33.8:32.7. The per capita GDP was 23,734 yuan, up by 13.9 percent over the previous year.
13 listed companies controlled by XPCG raised a cumulative capital of 7.477 billion yuan, of which 3.482 billion yuan came from the IPOs and 3.995 billion yuna was from refunding.
Number of the agricultural industrialized key leading enterprises was 61 at national and provincial levels, of which 11 were at national level. The leading enterprises promoted growth for 0.39 million farmers and number of enterprises with sales income of over 100 million yuan was 8.
The total profit volume of XPCG’s state-owned and state-holding enterprises was 1.257 billion yuan, a increase of 950 million yuan over the previous year.
According to initial statistics, 7.3 billion yuan of various taxes were turned over in 2009.
The general level of consumer prices was up by 0.7 percent over the previous year (Table 1). The retail prices for commodities went up by 0.4 percent. The prices for means of agricultural production decreased by 0.5 percent. The producer prices for farm products were up by 9.0 percent. The producer prices for manufactured goods were down by 14.5 percent. The purchasing prices for raw materials, fuels and power went down by 9.4 percent. The prices for investment in fixed assets were down by 2.0 percent.

Entrepreneur confidence index and business climate index in the four quarters of the year were over 100. Entrepreneur confidence indices from the first quarter to the fourth quarter were 104.8, 114.5, 111.5 and 127.3 respectively. Entrepreneur confidence indices of the first three quarters decreased by 26.5, 7.6 and 2.5 points respectively and that of the fourth quarter increased by 22.8 points over the corresponding period of the previous year. Business climate indices of four quarters were 118.3, 121.9, 122.2 and 120.6 respectively, up by 0.7, 7.6, 7.3 and 11.1 points respectively over the corresponding period of the previous year.
Ⅱ. Agriculture
In 2009, gross output value of agriculture was 43.3 billion yuan, up by 7.0% over the previous year. The value-added of agriculture was 20.473 billion yuan, up by 7.0%.
The sown area of crops was 1,107.70 thousand hectares (16.6155 million mu), up by 3.6 percent over the previous year. Of this total, the sown area for grain was 307.08 thousand hectares (4.6064 million mu), up by 35.9 percent. The sown area of cotton was 487.86 thousand hectares (7.3178 million mu), down by 13.4 percent, that of oil-bearing crops was 68.72 thousand hectares (1.0308 million mu), down by 4.5 percent, and that of beetroot crop was 20.29 thousand hectares (0.3045 million mu), down by 17.9 percent, that of vegetables (including table gourds) was 73.84 thousand hectares (1.1076 million mu), up by 31.2%.
The precision and semi-precision sown area of crops was 759.80 thousand hectares (11.397 million mu), down by 3.8% over the previous year. Of this total, the precision sown area of cotton was 386.45 thousand hectares (5.7968 million mu), down by 25.7 %. The area of cotton harvested by machines was 115.67 thousand hectares (1.7351 million mu) and that of soil analysis-based fertilization was 657.47 thousand hectares (10.1321 million mu).
The effectively irrigated area was 1,093.99 thousand hectares (16.4098 million mu). The area of high and new technology water-saving irrigation was 652.92 thousand hectares (9.7939 million mu), of which a newly increased area was 46.28 thousand hectares (0.6942 million mu).
The output of cotton in 2009 was 1.1343 million tons, a decrease of 13.6 percent over the previous year, that of grain was 2.1173 million tons, up by 48.8 percent, that of edible oil was 186,300 tons, up by 10.1 percent, and that of beetroot was 1.4533 million tons, down by 8.1 percent.
Number of livestock at the end of the year was 5.8619 million heads, up by 9.3 percent over the previous year. Major farm products and livestock output kept growing (Table 2).

The total output of aquatic products was 23,600 tons, up by 5.2 percent over the previous year.
The operation area of artificial afforestion was 17.35 thousand hectares (260,200 mu), and the newly sealed area without woods and with sparse woods was 5.13 thousand hectares (77,000 mu).
The total power of agricultural machinery was 3.3856 million kilowatts, up by 6.4 percent.
Number of reservoirs was 125, with a total capacity volume of 3.287 billion cubic meters. Number of electric wells was 14,629, with a lifting capacity of 2.147 billion cubic meters. 114 diversion gates were built and the total length of embankment construction was 2,442.61 kilometers. The water supply volume of water conservancy projects was 11.513 billion cubic meters.
Ⅲ. Industry and Construction
In 2009, the total value added of the industrial sector was 14.870 billion yuan, up by 25.8 percent over the previous year. The value added of industrial enterprises above designated size was up by 21.4 percent. Of this total, that of the state-owned and state-holding enterprises grew by 19.1 percent, that of limited liability companies went up by 28.8 percent, that of share-holding enterprises decreased by 1.6 percent, that of the enterprises by foreign investors and investors from Hong Kong, Macao and Taiwan rose by 16.2 percent, and that of private enterprises soared by 92.7 percent. Analyzed by light and heavy industries, the growth of the light industry was 28.5 percent and that of the heavy industry was 15.1 percent.
In 2009, of the industrial enterprises above designated size, the growth of value added for the mining and washing of coal industry was 9.2 percent over the previous year; for processing of food from agricultural products 64.1 percent; for food manufacturing minus 11.2 percent; for beverage manufacturing 3.5 percent; for textile industry 32.8 percent; for manufacture of raw chemical materials and chemical products 12.5 percent; for manufacture of non-metallic mineral products 14.3 percent; and for generation and supply of electric power and heat power 16.9 percent.
Output of most major industrial products kept growing (Table 3).

In 2009, the value added of construction enterprises in XPCG was 5.787 billion yuan, up by 23.9 percent over the previous year. The total output value of construction enterprises was 22.250 billion yuan, up by 26.6 percent. Of this total, the total output value of state-owned and state-holding enterprises was 18.652 billion yuan, up by 20.8 percent.
The floor space of bidding contract buildings was 13.6099 million square meters, up by 27.1%. The floor space of buildings under construction was 15.0741 million square meters, up by 33.6 percent. Of this total, the floor space of new startup was 10.9640 million square meters, up by 38.5 percent, and that of buildings completed was 7.5391 million square meters, up by 16.2 percent. The level of technical equipment of overall staff and workers was 6,419 yuan per person and that of power equipment was 3.87 kilowatts per person. Labor productivity was 148,925 yuan per person, up by 14.1 percent.
The profits made by construction enterprises qualified for general contracts and specialized contracts reached 308 million yuan, up by 18.0 percent, of which the profits made by the state-owned and state-holding enterprises were 247 million yuan, up by 13.8 percent.
Ⅳ. Investment in Fixed Assets
The completed investment in fixed assets in 2009 was 31.847 billion yuan, up by 35.0 percent over the previous year, of which that in the primary industry was 3.634 billion yuan, up by 6.5 percent, that in the secondary industry was 14.813 billion yuan, and that in the tertiary industry was 13.4 billion yuan, up by 38.7 percent (Table 5). An analysis by regions showed that the investment in southern XPCG was 8.239 billion yuan, up by 26.7 percent, up by 40.7 percent,and that in northern XPCG was 22.814 billion yuan, up by 38.4 percent. Number of new key construction projects was 33, with a completed investment of 5.190 billion yuan.

Investment in real estate was 2.432 billion yuan, up by 40.9 percent over the previous year. The floor space of sold commercial housing was 1.5705 million square meters, up by 44.5 percent. Of this total, the floor space of residential housing was 1.4921 square meters, up by 50.7 percent. The floor space of empty commercial housing was 353,900 square meters, down by 21.9 percent. The sales value of commercial housing was 3.301 billion yuan, up by 57.4 percent.
The cumulative investment in industry was 14.689 billion yuan, up by 40.9 percent over the previous year. Of this total, investment in manufacturing sector was 9.176 billion yuan, up by 50.0 percent and that of electric power, combustion gas and water production and supply sector was 4.324 billion yuan, up by 19.8 percent. Among the manufacturing sector, investments in chemical fiber sector and nonmetal mineral products were up by 43.6 and 49.1 percent respectively (Table 6).
The total investment in transport was 3.228 billion yuan, up by 39.5 percent over the previous year. 107 commodity and passenger stations were newly built. The investment in highway to villages and towns was 1.404 billion yuan. 1,700 kilometers of highway to villages and towns were newly built and number of villages with the new access to highway covered by asphalt was 65.
The total investment in security residential housing construction was 6.049 billion yuan and 81,000 security houses were constructed. Of this total, 64,000 cheap and rent houses and 17,000 economic houses were built. 63,500 security houses were completed.
The total investment in water conservancy projects was 2.555 billion yuan, an increase of 308 million yuan over the previous year, of which 1.733 billion yuan came from the State,an increase of 490 million yuan over the previous year.
The total construction fund of investment in fixed assets was 33.093 billion yuan and the fund source of the year was 32.765 billion yuan. Of this total, the internal budgetary fund from the State was 5.556 billion yuan; the domestic loan was 6.575 billion yuan; the foreign capital utilization was 316 million yuan; the self-raised fund was 15.440 billion yuan; and other fund was 4.878 billion yuan. Of the self-raised fund, the fund from enterprises and institutions was 10.580 billion yuan, up by 58.5 percent.
Investment in newly increased fixed assets was 31.543 billion yuan, up by 93.7 percent over the previous year. Main newly added production capacities and efficiency of fixed assets investment were: 620,000 tons of raw coal per annum, 3 million tons of cement per annum, 417,200 spindles of cotton yarns, 40,000 tons of viscose fiber, 400,000 tons of coke, 372,600 kilowatts of installed generating electricity, 2,040 kilometers of power transmission line, 570 beds and 25,300 square meters for hospitals, and 18,879 student seats and 101,500 square meters for various schools.

Ⅴ. Highway Transportation
By the end of 2009, the total number of motor vehicles for civilian use reached 106,900, up by 8.2 percent over the previous year, of which number of private-owned vehicles numbered 72,900, up by 10.6 percent. The total number of cars for civilian use stood at 36,000, up by 20.8 percent, of which private-owned cars numbered 15,400, up by 60.2 percent.
Of the total vehicles for civilian use, number of passenger vehicles was 47,100, up by 18.4 percent, that of load-carrying vehicles was 28,400, up by 14.5 percent, and that of vehicles for agricultural use was 29,500, down by 7.0 percent.
Highway passenger flow was 5.795 billion person-kilometers and freight turnover was 8.642 billion ton-kilometers, up by 13.3 percent and 20.9 percent over the previous year respectively (Table 7).

Ⅵ. Domestic Trade
In 2009, the total retail sales of consumer goods reached 17.978 billion yuan, up by 12.3 percent over the previous year. Analyzed by different sectors, the sales of the wholesales and retail trade reached 14.422 billion yuan, up by 11.1 percent; that of the lodging and catering industry was 2.576 billion yuan, up by 21.1 percent, and that of the other industries was 980 million yuan, down by 1.6 percent.
The total purchase of commodities was 52.629 billion yuan, up by 3.9 percent over the previous year and the total sales of commodities were 59.692 billion yuan, up by 15.4 percent. Inventory of commodities by the end of the year was 10.770 billion yuan, down by 14.5 percent. Of this total, the total purchase of commodities of the wholesale and retail industry above designated size was 38.450 billion yuan, down by 0.5 percent. The total sales of commodities were 44.499 billion yuan, up by 16.4 percent, and inventory of commodities was 7.432 billion yuan, down by 28.2 percent.
Of the total sales of commodities above designated size, the growth of cotton and flax sales was 32.1 percent over the previous year, that of coal and its products was 7.1 percent, that of petroleum and its products was down by 75.5 percent, that of chemical materials and its products was domn by 10.5 percent, that of metal materials was 30.1 percent, that of building and decoration materials was 24.4 percent, and that of electromechanical products and equipment was 18.6 percent.
Ⅶ.Foreign Trade, Economic and Technical Co-operation, and Tourism
The total value of imports and exports in 2009 reached 4.660 billion US dollars, down by 47.2 percent over the previous year. Of this total, the value of goods export was 4.260 billion US dollars, down by 49.4 percent, and the value of goods import was 400 million US dollars, up by 0.3 percent (Table 8).

Of this total, the value of goods exports produced by XPCG was 864 million US dollars, up by 14.9 percent, representing 20.3 percent of it.
In terms of some bulk commodities export, the value of clothes and clothing accessories export was 1.664 billion US dollars, down by 61.9 percent, that of shoes export was 576 million US dollars, down by 51.6, that of mechanical and electronic products export was 553 million US dollars, down 23.9 percent and that of farm products export was 175 million US dollars, down by 23.9 percent. Of the farm products export, the volume of ketchup export was 129 million US dollars, down by 24.8 percent.
6 new projects of foreign investment were approved, with a contract value of 57.0572 million US dollars, down by 69.9 percent over the previous year and the actually utilized value of was 41.702 million US dollars, down by 32.0 percent.
The accomplished business revenue of foreign contract projects and labor cooperation was 240 million US dollars, up by 44.0 percent over the previous year.
706 projects were introduced, with an investment value of 52.391 billion yuan. The actually utilized capital introduced outside of XPCG was 14.307 billion yuan. Of this total, the actually utilized capital of the primary industry was 388 million yuan, that of the secondary industry was 11.175 billion yuan, and that of the tertiary industry was 2.744 billion yuan. The actually utilized capital of investment projects from other provinces was 10.434 billion yuan and that of integrated projects between XPCG and Xinjiang was 3.873 billion yuan. Number of projects introduced by cities, development districts and parks were 178, with an actually utilized capital of 8.638 billion yuan.
Travel agencies by the end of the year were 124, of which 4 were international travel agencies. Number of star-rated hotels was 48, with 4,896 rooms, 9,998 beds, and 3,992 employees.
In 2009, 3.4046 million tourists were received, down by 30.0 percent over the previous year. Of this total, the number of inbound visitors was 100,200, down by 25.5 percent, earning a foreign exchange of 38.71 million US dollars, down by 24.0 percent. The total tourism income was 1.00 billion yuan, down by 28.3 percent. The number of outbound Chinese visitors organized was 4,539.
Ⅷ. Banking and Insurance
By the end of the year, balance of various loans to XPCG from various banks in Xinjiang was 69.981 billion yuan, of which the long-term loans were 33.201 billion yuan and short-term loans were 36.78 billion yuan.
Various saving deposits in RMB and foreign currencies from XPCG Bank of Agriculture totaled 61.158 billion yuan, up by 27.7 percent as compared with the beginning of 2009. Of this total, individual saving deposits were 28.818 billion yuan, up by 21.0 percent and that of units were 31.606 billion yuan, up by 35.8 percent. Various loans by the end of the year were 18.410 billion yuan, up by 40.8 percent. Of this total, net value of discount and rediscount was 335 million yuan, down by 61.4 percent. Loans were 18.069 billion yuan, up by 48.0 percent.
Number of insurance branches at various levels by the end of the year was 2,073. The premium of insurance business was 19.461 billion yuan, up by 1.7 percent over the previous year. Of this total, the premium of agricultural insurance was 2.527 billion yuan, up by 12.7 percent, that of property insurance was 18.473 billion yuan, up by 2.1 percent, and that of life insurance was 988 million yuan, down by 6.8 percent. Indemnity of various insurances was 13.462 billion yuan, with a combined indemnity rate of 69.1 percent, down by 0.9 percent.
Ⅸ. Science and Technology, and Education
Number of various schools by the end of the year was 558. Enrollment of various schools was 565,500 students, and teaching staff and workers were 43,400. Of this total, the general tertiary education enrollment was 44,100 students, up by 6.2 percent over the previous year. The growth rate of new enrollments was 4.5 percent and that of graduates was 6.2 percent (Table 9). Enrollment rate of primary school-age children was 99.86 percent and enrollment rate of junior secondary school-age people reached 95.56 percent.

In 2009, one result was awarded the second prize of the National Prize of Science and Technology Progress. 61 results were awarded the XPCG’s Prize of Science and Technology Progress. Of this total, 1 item was awarded the first prize, 23 items were awarded the second prize and 37 items were awarded the third prize.
Ⅹ. Culture, Public Health and Sports
At the end of 2009, there were 197 radio broadcasting and TV stations, of which there were 2 TV stations, one radionbroadcasting station and 13 radio broadcasting and TV stations of XPCG and divisions, and 176 farm radio broadcasting and TV stations, with the radio broadcasting coverage rate of 95.0 percent and TV coverage of 97.9 percent.
There were one cultural center (XPCG Mass Arts Museum), one army reclamation museum, one national third-level library, 4 art troupes under the jurisdiction of XPCG, 4 art troupes under the jurisdiction of divisions. 120 comprehensive cultural rooms for villages, 15 farm comprehensive cultural centers and 35 branch centers of shared cultural information resource project at the county level were newly built. The Memorial Hal of Brigade 359 was completed and opened for the public.10 non-material cultural heritage items were listed in the item catalogue at the level of XPCG.
<A Strategic decision of All Ages> of TV political film and <The Secretly Built Sino-Pakistani Road> of the historic documentary film were shot. 84 kinds of books with over 0.3 million copies were published.
By the end of 2009, there were 1,327 various health institutions (including profit-making institutions) and 23,997 various health workers. Of this total, there were 8,063 practicing doctors and assistant practicing doctors and 7,647 registered nurses. Number of practicing doctors and assistant practicing doctors per one thousand people was 3.13 and that of registered nurses per one thousand was 2.96, and that of beds per one thousand people was 6.81. Reported annual incidence of A or B infectious diseases were 384.05 per 100 thousand, with the death rate standing at 0.38 percent. Infant mortality rate was 6.82 per thousand and pregnant women death rate was 29.63 per 100 thousand.
Athletes of XPCG were organized to attend the Tenth national Games for Middle School Students and participate in 4 events of basketball, track and field, martial arts and table tennis. One copper medal, one fourth place, 2 fifth places, 2 seventh places and one eighth place were won. The basketball team and the delegation were awarded the sportsmanship prize. The delegation of XPCG to attending the Eleventh National Sports was awarded the sportsmanship prize. The basketball team of XPCG won over the final qualification of the 3-person basketball competition in the Fourth National Sports Meetings in 2010.
Ⅺ. Population, Employment and Social security
At the end of 2009, the total population of XPCG was 2,573,100, the same level as that in the previous year. The year 2009 saw 14,400 births, a crude birth rate 5.6 per thousand, and 11,300 deaths, or a crude death rate 4.4 per thousand. The natural growth rate was 1.2 per thousand.
The year-end number of employment was 1.0357 million persons, up by 1.1 percent. The year-end number of staff and workers on the job was 672,000 persons, the same level as compared with the previous year. Number of reemployment was 65,000 persons, of which reemployment for the laid-off was 25,400 persons. 39,600 labor force employment were newly added. The registered unemployment rate in cities and towns was 2.88 percent.
The annual per capita disposable income of urban households in XPCG was 12,929 yuan, up by 9.2 percent over the previous year, or a real increase of 9.0 percent when price factors were deducted. The annual per capita net income of farm households was 7,668 yuan, up by 13.3 percent, or a real increase of 11.1 percent when price factors were deducted.
The total wages of workers on the job were 15.75 billion yuan, up 13.6. The annual per capita wage of workers on the job was 21,876 yuan, an increase of 3,304 yuan over the previous year, up 16.5 percent, or a real increase of 15.7 percent when price factors were deducted.
The total investment in safe drinking water was 185 million yuan and the problem of safe drinking water was solved for 0.19 million people. 18 million yuan were invested to newly build 80 flushing toilets for primary and middle schools.
At the end of the year, a total of 787,200 people participated in basic pension program (excluding already retired people). A total of 623,400 people participated in unemployment insurance program for staff and workers. A total of 1.1845 million people participated in basic health insurance programs for staff and workers. A total of 1.0053 million people participated in basic health insurance program for residents. A total of 645,700 people participated in work accident insurance and a total of 607,300 people participated in maternity insurance program for staff and workers.
There were 103 adoption institutions of various types. 131,000 people received the government minimum living allowance and 3,800 people were compensated and subsidized by the country. 1,404 cases of labor security supervision were accepted and 1,287 cases were settled, with a settlement rate of 92.0 percent. 51 cases of administrative reconsideration were accepted, with a settlement rate of 100 percent. 1,703 cases of labor dispute were accepted, of which 502 labor dispute arbitration cases were accepted and 491 were settled, with a settlement rate of 97.8 percent.
Ⅻ. Resources, Environment and Work Safety
In 2009, the comprehensive energy consumption by industrial enterprises above designated size amounted to 6.6664 million tons of standard coal equivalent, up 40.9 percent over the previous year. Of this total, the consumption of coal was 10.2919 million tons, up 38.4 percent; gasoline 3,400 tons, up 15.3 percent; diesel 19,700 tons, up 23.4 percent; natural gas 28.659 million cubic meters, up 16.2 percent; electric power 8.877 billion kilowatt hours, up 49.0 percent; and heat power 8.9886 million kilojoules, up 17.1 percent.
The total emission of industrial waste sewage reached 48.2547 million tons and that of COD in industrial sewage was 37,000 tons. The rate of industrial waste water discharge up to the standard was 63.3 percent and that of the rate of industrial reused water was 88.7 percent. Emission of sulfur dioxide in industrial waste gas was 67,600 tons, that of industrial smoke dust was 20,100 tons, and industrial dust was 16,000 tons. 31,200 tons of industrial solid wastes were discharged and the comprehensive utilization of industrial solid waste was 4.2165 million tons, with the comprehensive utilization rate of 72.6 percent.
There were 18 death accidents in industrial, mining and trade enterprises, with 27 death tolls and a year-on-year increase of 3.9 percent. The death toll from the mining sector was 17 people. The death toll from work accidents every 100 million yuan worth of GDP was 0.04 people, a decline of 20.0 percent. Work accidents in industrial, mining and trade enterprises caused 4.93 deaths out of every 100 thousand employees, down 0.6 percent. The death toll for producing one million tons of coal in coal mines was 2.50 persons, up 17.9 percent. The road traffic death toll per 10 thousand vehicles-kilometers was 1.23 persons, an increase of 39.8 percent.
