2010年,兵团广大干部职工在兵团党委、兵团的正确领导下,以邓小平理论和“三个代表”重要思想为指导,深入贯彻落实科学发展观,全面落实兵团党委六届五次、六次全委(扩大)会议各项工作部署,紧紧抓住中央新疆工作座谈会支持新疆和兵团大建设、大开放、大发展的千载难逢机遇,求真务实,开拓进取,综合实力跨上新台阶,职工生活达到新水平,社会各项事业取得新进步。

 
一、综  
 

初步核算,全年兵团生产总值770.62亿元,比上年增长13.9%。其中,第一产业增加值278.81亿元,增长11.8%;第二产业增加值262.27亿元,增长21.2%;第三产业增加值229.54亿元,增长9.0 %。第一产业增加值占兵团生产总值比重为36%,第二产业增加值比重为34%,第三产业增加值比重为30%

兵团控股的14家上市公司累计募集资金100.70亿元,其中发行上市募资38.39亿元,再融资62.31亿元。

国家级和兵团级农业产业化重点龙头企业68家,其中国家级11家。龙头企业带动农户40万户,销售收入过10亿元的企业有8家。

兵团国有及国有控股农工建交商企业实现利润40.26亿元,比上年增加27.69亿元。

初步统计,全年上缴各类税费90.74亿元。

全年以民生为主的“十件实事”完成投资70.73亿元。

全年居民消费价格比上年上涨4.3%(见表一),商品零售价格上涨4.6%,农业生产资料价格上涨3.1%,农产品生产价格上涨31.5%,工业品出厂价格上涨25.3%,原材料、燃料、动力购进价格上涨23.9%,固定资产投资价格上涨4.6%

年末从业人员106.18万人,比上年增长2.5%。年末在岗职工67.76万人,比上年增长0.8%。全年新增劳动力就业6.67万人。年末城镇登记失业率2.41%。建立零就业家庭24小时托底安置制度,帮助2334户零就业家庭至少一人实现就业。

全年四个季度企业家信心指数和企业景气指数均处于较景气区间。一至四季度企业家信心指数分别为144.2139.0137.0144.6,分别比上年同期提高39.4点、24.5点、25.5点和17.3点;企业景气指数分别为124.9125.5138.5135.6,分别比上年同期提高6.6点、3.6点、16.3点和15.0点。

 
二、农  
 

全年完成农业总产值569.28亿元,比上年增长7.2%

农作物播种面积1119.20千公顷(1678.80万亩),增长1.0%。其中,粮食种植面积284.69千公顷(427.04万亩),下降9.3%;棉花种植面积497.98千公顷(746.97万亩),增长2.1%;油料种植面积67.78千公顷(101.67万亩),下降1.4%;甜菜种植面积25.52千公顷(38.28万亩),增长25.8%;蔬菜种植面积(含菜用瓜)79.68千公顷(119.52万亩),增长7.9%

农作物精量半精量播种面积708.93千公顷(1063.39万亩),比上年下降6.7%,其中棉花精量播种面积364.53千公顷(546.80万亩),下降5.7%。测土配方施肥面积618.67千公顷(928.01万亩)。

有效灌溉面积1067.27千公顷(1600.90万亩)。高新节水灌溉面积682.16千公顷(1023.24万亩),其中当年新增29.23千公顷(43.58万亩)。

全年棉花产量115.01万吨,比上年增长1.4%;粮食产量213.64万吨,下降1.7%;油料产量18.62万吨,与上年持平;甜菜产量181.66万吨,增长25.0%

年末牲畜存栏624.06万头(只),比上年增长6.5%。主要农、畜产品产量保持增长(见表二)。

全年水产品产量2.67万吨,比上年增长13.3%

全年人工造林作业面积14.41千公顷(21.61万亩),下降16.9%,无林地和疏林地新封面积5.33千公顷(8.00万亩),增长3.9%

全年农业机械总动力369.33万千瓦,比上年增长9.1%

年末拥有飞机29架,全年总飞行时间5482小时,起落4218架次,其中用于农林牧业飞行3320小时,起落3777架次;工业飞行1805小时,起落441架次。全年完成作业面积989.19千公顷(1483.78万亩)。

年末拥有水库125座,总库容32.78亿立方米。机电井15643眼,提水量22.67亿立方米。修建水闸114座,堤防建设长度2477.96千米。水利工程供水量125.59亿立方米。

 
三、工业与建筑业
 

全年全部工业增加值186.29亿元,比上年增长18.5%。规模以上工业增加值增长25.4%,其中,国有及国有控股企业增长14.4%,股份制企业增长27.5%,外商及港澳台商投资企业增长 47.1%。按轻重工业分,轻工业增长24.9%,重工业增长28.2%

 

全年规模以上工业中,煤炭开采和洗选业增加值比上年增长82.0%;农副食品加工业增长10.1%;食品制造业增长25.2%;饮料制造业增长52.3%;纺织业增长22.2%;化学原料及化学制品制造业增长6.1%;非金属矿物制品业增长45.0%;电力、热力的生产和供应业增长17.0%

主要工业产品产量大部分保持增长(见表三)。

全年具有资质等级的总承包和专业承包建筑企业实现利润3.91亿元,增长26.9%,其中国有及国有控股企业实现利润3.13亿元,增长26.7%

 
四、固定资产投资
 

全年全社会固定资产投资448.27亿元,比上年增长40.8%。其中,第一产业39.16亿元,增长7.8%;第二产业230.47亿元,增长55.6%;第三产业178.64亿元,增长33.3%(见表五)。南疆垦区投资88.05亿元,增长6.9%,北疆垦区投资360.22亿元,增长52.6%

农田水利及水利工程投资19.86亿元,比上年下降22.3%

全年保障性住房建设完成投资59.50亿元,建设保障性住房9.73万户。

全年固定资产投资建设资金总额464.89亿元,本年资金来源450.80亿元。本年资金来源中,国家预算内资金57.23亿元,国内贷款80.70亿元,利用外资3.00亿元,自筹资金232.84亿元,其他资金77.02亿元。在自筹资金中,企事业单位自有资金182.33亿元,增长72.3%

全年新增固定资产331.76亿元,比上年增长5.2%。主要新增生产能力或效益:原煤开采60万吨,水泥265万吨,棉纺锭40.06万锭,焦炭100万吨,电解铝20万吨,石墨及碳素制品30万吨,氮肥21.5万吨,发电装机容量17.02万千瓦,输电线路1354千米,医院1009个床位/4.31万平方米,各类学校28152个学生席位/14.62万平方米。

五、公路运输业
 

年末民用汽车保有量12.52万辆,比上年末增长17.1%,其中私人汽车10.38万辆,增长42.5%。民用轿车4.70万辆,增长30.4%,其中私人轿车3.93万辆,增长1.5倍。

全年民用汽车保有量中,载客汽车6.02万辆,增长27.9%;载货汽车3.19万辆,增长12.2%;农用运输车3.10万辆,增长5.1%

全年道路运输旅客周转量66.60亿人公里、货物周转量106.75亿吨公里,分别比上年增长14.9%23.5%(见表七)。

全年社会消费品零售总额202.87亿元,比上年增长19.4%。扣除物价因素实际增长14.1%。分行业看,批发和零售业零售额171.71亿元,增长19.1%;住宿和餐饮业零售额31.16亿元,增长21.0%

批发零售业商品销售总额649.36亿元,增长8.8%,其中,限额以上批发和零售业商品销售总额476.96亿元,增长7.2%。限额以上批发和零售业商品销售类值中,棉麻类销售额比上年增长5.5%,石油及制品类增长17.0%,建筑及装潢材料类增长18.0%

 
七、对外贸易、经济技术协作与旅游
 

全年货物进出口总额55.89亿美元,比上年增长19.3%。其中货物出口49.80亿美元,增长16.2%;货物进口6.09亿美元,增长52.5%(见表八)。

对外承包工程、劳务合作完成营业额3.08亿美元,增长28.1%

全年招商引资项目483个,当年引进兵团以外项目到位资金199.26亿元,比上年增长39.3%。其中,第一产业3.75亿元,第二产业167.38亿元,第三产业28.13亿元。外省投资项目到位资金148.43亿元,外资项目到位资金5.59亿元,兵地融合项目到位资金41.90亿元,上市公司项目到位资金3.34亿元。城市、开发区、园区招商项目134个,到位资金137.35亿元。

年末有旅行社97家。旅游星级饭店50家。国家等级旅游景区26家,其中4A级景区5家。全国工农业旅游示范点12家。

全年接待旅游者401万人次,比上年增长21.0%。其中接待入境旅游游客13万人次,增长29.0%,出境旅游0.51万人次,增长50.0%。旅游总收入16.90亿元人民币,增长65.0%

 
八、金融与保险
 

驻疆各银行年末对兵团贷款余额875.46亿元,比年初增长25.1%。其中,中长期贷款443.26亿元,增长33.5%;短期贷款433.20亿元,增长17.8%

兵团农业银行年末各项本外币存款余额746.56亿元,比年初增长2.0%。其中,个人存款342.22亿元,增长2.5%;单位存款402.50亿元,增长1.6%。各项贷款年末余额232.29亿元,增长2.4%

年末有各级保险分支机构2051个。全年保险业务收入193.36亿元,与上年基本持平。各类保险赔款支出120.13亿元,下降10.8个百分点。

 
九、科学技术与教育
 

年末有各类学校554所,在校学生55.27万人,教职工4.36万人。其中,普通高等学校在校生4.68万人,比上年增长6.0%;招生1.34万人,增长5.6%;毕业生1.02万人,比上年增长5.9%(见表九)。小学适龄儿童入学率99.9 %,初中适龄人口入学率96.1%

全年1项成果获国家科技进步奖二等奖。76项成果获兵团科技进步奖,其中一等奖3项,二等奖27项,三等奖46项。

 
十、文化、卫生与体育事业
 

年末有广播电视播出机构197座,其中兵、师电视台2座、广播电台1座、广播电视台13座。农牧团场广播电视播出机构176座,分场及工矿企业广播电视站5座。广播覆盖率96.0%,电视覆盖率98.2%,有线电视入户率60.0%。启动农村(团场)电影放映工作,全年放映22945场次,完成公益放映任务94.7%。以和平影院为龙头建立了兵团电影院线联盟。

年末有兵团文化中心1座,兵团军垦博物馆1座,国家三级图书馆1座,8个师建有文化中心(文化宫)。116个团场建有文化活动中心,1210个连队建有文化室,师团有文化广场102个。建有文化信息资源共享工程省级分中心1个、县级支中心81个,有不可移动的文物点500多处,兵团级爱国主义教育基地23个。三五九旅纪念馆等3个场馆入选全国第二期红色旅游景区名录。

年末有公开发行各级各类报纸18家,期刊16家,内部资料(刊型、报刊)25家。出版社1家,全年出版图书21种、7万余册。拥有网站66家,新华网、中新网、经济日报网、中广网均设有兵团频道。

年末有各类卫生机构1339个(含营利性卫生机构),各类卫生人员24186人。其中,执业和执业助理医师8058人,注册护士7967人。每千人执业(助理)医师 3.13人,每千人注册护土3.10人,每千人有医院床位6.91张。传染病报告发病率(甲乙类传染病) 338.07/10万,病死率0.2184%,婴儿死亡率6.47‰,孕产妇死亡率38/10万。

2010年,在第四届全国体育大会中,兵团代表团获男子三人篮球项目三等奖1枚,航空模型项目三等奖6枚,获全国体育道德风尚奖;在全国特奥运动会中,获6枚金牌、9枚银牌、8枚铜牌。

 
十一、人口人民生活与社会保障
 

初步预计,年末兵团总人口257.32万人。

兵团城镇居民人均可支配收入14559元,比上年增长12.6%,扣除价格因素,实际增长8.7%;团场农牧工家庭人均纯收入8782元,增长14.5%,扣除价格因素,实际增长8.2%

在岗职工工资总额198.34亿元,增长25.9%。在岗职工平均工资26741元,比上年增加4865元,增长22.2%,扣除价格因素,实际增长17.2%

年末参加基本养老保险人数133.00万人,其中参保职工81.00万人,退休人员52.00万人。参加失业保险62.60万人,参加职工基本医疗保险121.00万人,参加居民基本医疗保险97.36万人,参加工伤保险65.00万人,参加生育保险61.20万人。

全年有各类收养性单位111个。12.5万人得到居民最低生活保障。国家抚恤、补助各类优抚对象0.38万人。

全年受理劳动保障监察投诉案件1429件,结案1353件,结案率 94.7%;接到行政复议案件43件,其中,立案受理42件,结案42件,结案率100%;处理劳动争议案件1247件,其中,调解611件,立案处理636件,结案率97.0%

 
十二、环境与安全生产
 

全年规模以上工业企业综合能源消费量797.88万吨标准煤,比上年增长17.4%。其中,煤炭消费量1157.01万吨,增长12.4%;汽油0.39万吨,增长15.1%;柴油2.00万吨,增长1.8%;天然气3920万立方米,增长37.1%;电120.89亿千瓦小时,增长36.2%;热力1217.56万百万千焦,增长35.5%

全年工业废水排放总量4795.36万吨,工业废水中COD排放总量1.747万吨。工业废水排放达标率70.46%,工业重复用水率89.33%。工业废气中二氧化硫排放总量7.071万吨,工业烟尘排放总量2.199万吨,工业粉尘排放量1.389万吨,工业固体废物排放量4.61万吨,工业固体废物综合利用量421.56万吨,综合利用率60.49%。环境影响评价制度执行率95%以上,“三同时”执行率85%以上。

全年兵团工矿商贸企业共发生职工死亡事故24起,事故死亡27人,死亡人数与上年持平。亿元GDP生产安全事故死亡人数0.035人,下降12.4%。工矿商贸企业10万从业人员死亡人数4.69人,下降4.9%。煤矿百万吨死亡人数1.62人,下降35.2%。百万车公里事故死亡人数0.0155人,上升26.0%

In 2010, under the correct leadership of the CPC Committee of Xinjiang Production & Construction Group (Hereinafter shortened as XPCG) and XPCG, a great majority of cadres, staff and workers of XPCG, taking as the guidance of Deng Xiaoping Theory and the Important Thought of Three Represents, implemented earnestly the scientific approach to the economic and social development, carried out arrangements set by the fifth and sixth full sessions (enlarged) of the sixth congress of the XPCG Committee of the CPC, firmly seized the golden opportunity of the grand construction, opening-up and development which the central work conference on Xinjiang's development supported, stayed realistic and pragmatic and blazed new trails in a pioneering spirit, the comprehensive strength reached a new high, life of workers and staff attained a new level and social undertakings achieved new progress.

 

. General Outlook

 

In 2010, the gross domestic product (GDP) of the year was 77.062 billion yuan, up by 13.9 percent over the previous year. Of this total, the value added of the primary industry was 27.881 billion yuan, up by 11.8 percent, that of the secondary industry was 26.227 billion yuan, up by 21.2 percent, and that of the tertiary industry was 22.954 billion yuan, up by 9.0 percent. The value added of the primary industry accounted for 36 percent of the GDP, that of the secondary industry made up 34 percent, and that of the tertiary industry represented 30 percent.

14 listed companies controlled by XPCG raised a cumulative capital of 10.07 billion yuan, of which 3.839 billion yuan came from the IPOs and 6.231 billion yuan was from refunding.

Number of the agricultural industrialized key leading enterprises was 68 at national and provincial levels, of which 11 were at national level. The leading enterprises promoted growth for 0.40 million farmers and number of enterprises with sales income of over 1 billion yuan was 8.

The total profit volume of XPCGs state-owned and state-holding enterprises of agriculture, industry, construction and commerce was 4.026 billion yuan, an increase of 2.769 billion yuan over the previous year.

According to preliminary statistics, 9.074 billion yuan of various taxes were turned over in 2010.

The investment completed in ten good thingswas 7.073 billion yuan.

The general level of consumer prices was up by 4.3 percent over the previous year (Table 1). The retail prices for commodities went up by 4.6 percent. The prices for means of agricultural production increased by 3.1 percent. The producer prices for farm products were up by 31.5 percent. The producer prices for manufactured goods were up by 25.3 percent. The purchasing prices for raw materials, fuels and power went up by 23.9 percent. The prices for investment in fixed assets were up by 4.6 percent.

At the end of 2010, the total of employed people in XPCG numbered 1.0618 million, up by 2.5 percent over 2009. Employed people on the job were 677.6 thousand, up by 0.8 percent over the previous year. The newly increased employed people numbered 66.7 thousand. The urban unemployment rate through unemployment registration was 2.41 percent at the end of 2010. The 24 hour minimum placement system for zero employment family was set up and 2,334 households of zero employment families were assisted to realize at least one person was employed.

 Entrepreneur confidence index and business climate index in the four quarters of the year were located at between better ranges. Entrepreneur confidence indices from the first quarter to the fourth quarter were 144.2, 139.0, 137.0 and 144.6, up by 39.4, 24.5, 25.5, and 17.3 points respectively over the corresponding period of the previous year. Business climate indices of four quarters were 124.9, 125.5, 138.5 and 135.6 respectively, up by 6.6, 3.6, 16.3 and 15.0 points respectively over the corresponding period of the previous year.

 

. Agriculture

 

In 2010, gross output value of agriculture was 56.928 billion yuan, up by 7.2% over the previous year.

 

The sown area of crops was 1,119.20 thousand hectares (16.788 million mu), up by 1.0 percent over the previous year. Of this total, the sown area for grain was 284.69 thousand hectares (4.2704 million mu), down by 9.3 percent. The sown area of cotton was 497.98 thousand hectares (7.4697 million mu), up by 2.1 percent, that of oil-bearing crops was 67.78 thousand hectares (1.0167 million mu), down by 1.4 percent, that of beetroot crop was 25.52 thousand hectares (0.3828 million mu), up by 25.8 percent, and that of vegetables (including table gourds) was 79.68 thousand hectares (1.1952 million mu), up by 7.9 percent.

The precision and semi-precision sown area of crops was 708.93 thousand hectares (10.6369 million mu), down by 6.7 percent over the previous year. Of this total, the precision sown area of cotton was 364.53 thousand hectares (5.468 million mu), down by 5.7percent. The area of soil analysis-based fertilization was 618.67 thousand hectares (9.2801 million mu).

The effectively irrigated area was 1,067.27 thousand hectares (16.009 million mu). The area of high and new technology water-saving irrigation was 682.16 thousand hectares (10.2324 million mu), of which a newly increased area was 29.23 thousand hectares (0.4358 million mu).

The output of cotton in 2010 was 1.1501 million tons, an increase of 1.4 percent over the previous year, that of grain was 2.1364 million tons, down by 1.7 percent, that of edible oil was 186,200 tons, the same level as compared with that over the previous year, and that of beetroot was 1.8166 million tons, up by 25.0 percent.

Number of livestock at the end of 2010 was 6.2406 million heads, up by 6.5 percent over the previous year. Major farm products and livestock output kept growing (Table 2).

The total output of aquatic products was 26.7thousand tons, up by13.3 percent over the previous year.

The operation area of artificial afforestion was 14.41 thousand hectares (216.1 thousand mu), down by 16.9 percent, and the newly sealed area without woods and with sparse woods was 5.33 thousand hectares (80 thousand mu), up by 3.9 percent.

The total power of agricultural machinery was 3.6933 million kilowatts, up by 9.1 percent over the previous year.

Possession of airplanes was 29 at the end of 2010. A total of flying time was 5,482 hours, with 4,218 sorties. The flying time for agriculture, forestry and animal husbandry was 3,320 hours, with 3.777 sorties. The flying time for industry was 1,805 hours, with 441 sorties. The operation area completed was 989.19 thousand hectares (14.8378 million mu)

Number of reservoirs was 125, with a total capacity volume of 3.278 billion cubic meters. Number of electric wells was 15,643, with a lifting capacity of 2.267 billion cubic meters. 114 diversion gates were built and the total length of embankment construction was 2,477.96 kilometers. The water supply volume of water conservancy projects was 12.559 billion cubic meters.

 

. Industry and Construction

 

In 2010, the total value added of the industrial sector was 18.629 billion yuan, up by 18.5 percent over the previous year. The value added of industrial enterprises above the designated size was up by 25.4 percent. Of this total, the value added of the state-owned and state-holding enterprises grew by 14.4 percent, that of share-holding enterprises went by 27.5 percent, and that of the enterprises by foreign investors and investors from Hong Kong, Macao and Taiwan rose by 47.1 percent. Analyzed by light and heavy industries, the growth of the light industry was 24.9 percent and that of the heavy industry was 28.2 percent.

In 2010, of the industrial enterprises above the designated size, the growth of value added for the mining and washing of coal industry was 82.0 percent over the previous year; for processing of food from agricultural products 10.1 percent; for food manufacturing 25.2 percent; for beverage manufacturing 52.3 percent; for textile industry 22.2 percent; for manufacture of raw chemical materials and chemical products 6.1 percent; for manufacture of non-metallic mineral products 45.0 percent; and for generation and supply of electric power and heat power 17.0 percent.

Output of most major industrial products kept growing (Table 3).

The profits made by the industrial enterprises above the designated size in 2010 were 5.427 billion yuan, up by 127.5 percent over the previous year (Table 4).

In 2010, the value added of construction enterprises in XPCG was 7.598 billion yuan, up by 28.4 percent over the previous year. The total output value of construction enterprises was 29.847 billion yuan, up by 34.1 percent. Of this total, the total output value of state-owned and state-holding enterprises was 23.823 billion yuan, up by 27.7 percent.

The floor space of bidding contract buildings was 19.5971 million square meters, up by 44.0 percent. The floor space of buildings under construction was 20.5997 million square meters, up by 36.7 percent. Of this total, the floor space of new startup was 14.9629 million square meters, up by 36.5 percent, and that of buildings completed was 11.1528 million square meters, up by 47.9 percent. The level of technical equipment of overall staff and workers was 5,001 yuan per person and that of power equipment was 2.81 kilowatts per person. Labor productivity was 149,112 yuan per person, up by 0.1 percent.

The profits made by construction enterprises qualified for general contracts and specialized contracts reached 391 million yuan, up by 26.9 percent, of which the profits made by the state-owned and state-holding enterprises were 313 million yuan, up by 26.7 percent.

 

. Investment in Fixed Assets

 

The completed investment in fixed assets in 2010 was 44.827 billion yuan, up by 40.8 percent over the previous year. Of this total, the investment in the primary industry was 3.916 billion yuan, up by 7.8 percent; that in the secondary industry was 23.047 billion yuan, up by 55.6 percent and that in the tertiary industry was 17.864 billion yuan, up by 33.3 percent (Table 5). An analysis by regions showed that the investment in southern XPCG was 8.805 billion yuan, up by 6.9 percent, and that in northern XPCG was 36.022 billion yuan, up by 52.6 percent.

The investment in real estate was 3.353 billion yuan, up by 37.9 percent over the previous year. The floor space of sold commercial housing was 1.8931 million square meters, up by 20.5 percent. Of this total, the floor space of residential housing was 1.7541 million square meters, up by 17.6 percent. The floor space of empty commercial housing was 474,800 square meters, up by 34.2 percent. The sales value of commercial housing was 5.031 billion yuan, up by 52.4 percent.

The completed investment in industry was 22.827 billion yuan, up by 55.4 percent over the previous year. Of this total, investment in manufacturing sector was 15.718 billion yuan, up by 71.3 percent and that of electric power, combustion gas and water production and supply sector was 6.295 billion yuan, up by 45.6 percent (Table 6).

The total investment in transport was 3.419 billion yuan, up by 5.9 percent over the previous year. Newly built and renovated highway was 2,515 kilometers.33 passenger stations were newly built.1,853 kilometers of highway to villages and towns were completed and number of villages with the new access to highway covered by asphalt was 165.

The investment in water conservancy projects was 1.986 billion yuan, down by 22.3 percent over the previous year.

The investment in security residential housing construction was 5.95 billion yuan and 97,300 security houses were constructed.

The total construction fund of investment in fixed assets was 46.489 billion yuan and the fund source in 2010 was 45.08 billion yuan. Of this total, the internal budgetary fund from the State was 5.723 billion yuan, the domestic loan was 8.07 billion yuan, the foreign capital utilization was 300 million yuan, the self-raised fund was 23.284 billion yuan, and other fund was 7.702 billion yuan. Of the self-raised fund, the fund from enterprises and institutions was 18.233 billion yuan, up by 72.3 percent.

The newly increased fixed assets were 33.176 billion yuan, up by 5.2 percent over the previous year. Main newly added production capacities and efficiency of fixed assets investment were: 600,000 tons of raw coal per annum, 2.65 million tons of cement per annum, 400,600 spindles of cotton yarns, 1 million tons of coking, 200,000 tons of electrolytic aluminum, 300,000 tons of graphite and carbon products, 215,000 tons of nitrogen fertilizer,170,200 kilowatts of installed generating electricity, 1,354 kilometers of power transmission line, 1,009 beds and 43,100 square meters for hospitals, and 28,152 student seats and 146,200 square meters for various schools.

. Highway Transportation

 

By the end of 2010, the total number of motor vehicles for civilian use reached 125,200, up by 17.1 percent over the previous year, of which private-owned vehicles numbered 103,800, up by 42.5 percent. The total number of cars for civilian use stood at 47,000, up by 30.4 percent, of which private-owned cars numbered 39,300, up by 1.5 times.

Of the total vehicles for civilian use, number of passenger vehicles was 60,200, up by 27.9 percent, that of load-carrying vehicles was 31,900, up by 12.2 percent, and that of vehicles for agricultural use was 31,000, up by 5.1 percent.

Highway passenger flow was 6.66 billion person-kilometers and freight turnover was 10.675 billion ton-kilometers, up by 14.9 percent and 23.5 percent over the previous year respectively (Table 7).

. Domestic Trade

 

In 2010, the total retail sales of consumer goods reached 20.287 billion yuan, a growth of 19.4 percent over the previous year, or a real growth of 14.1 percent after deducting price factors. Analyzed by different sectors, the sales of the wholesales and retail trade reached 17.171 billion yuan, up by 19.1 percent; that of the lodging and catering industry was 3.116 billion yuan, up by 21.0 percent.

The total sales of commodities of wholesale and retail sector were 64.936 billion yuan, up by 8.8 percent over the previous year. Of this total, the total sales of commodities of the wholesale and retail sector above the designated size was 47.696 billion yuan, up by 7.2 percent. Of the total sales of commodities above the designated size, the growth of cotton and flax sales was 5.5 percent over the previous year, that of coal and its products was 17.0 percent, and that of building and decoration materials was 18.0 percent.

 

.Foreign Trade, Economic and Technical Co-operation, and Tourism

 

The total value of imports and exports in 2010 reached 5.589 billion US dollars, up by 19.3 percent over the previous year. Of this total, the value of goods export was 4.98 billion US dollars, up by 16.2 percent, and the value of goods import was 609 million US dollars, up by 52.5 percent (Table 8).

Of the total exports, the value of goods exports produced by XPCG was 1 billion US dollars, up by 15.7 percent, representing 20.1 percent of it.

10 new foreign-funded ventures were approved, with a contract value of 35.90 million US dollars, down by 37.1 percent over the previous year and the actually utilized value of was 38.45 million US dollars.

The completed business revenue of foreign contract projects and labor cooperation was 308 million US dollars, up by 28.1 percent over the previous year.

483 projects were introduced and the actually utilized capital introduced outside of XPCG was 19.926 billion yuan, up by 39.3 percent over the previous year. Of this total, the actually utilized capital of the primary industry was 375 million yuan, that of the secondary industry was 16.738 billion yuan, and that of the tertiary industry was 2.813 billion yuan. The actually utilized capital of investment projects from other provinces was 14.843 billion yuan, that of foreign-funded projects was 559 million yuan and that of integrated projects between XPCG and Xinjiang was 4.19 billion yuan. The actually utilized capital of the projects from the listed companies was 334 million yuan. Number of projects introduced by cities, development districts and parks were 134, with an actually utilized capital of 13.735 billion yuan.

Travel agencies by the end of 2010 were 97. Number of star-rated hotels was 50.There were 26 tourist scenic spots at the national level, of which 5 for the 4A scenic spot. There were 12 national tourist demonstration spots of agriculture and industry.

In 2010, 4.01 million tourists were received, up by 21.0 percent over the previous year. Of this total, the number of inbound visitors was 130,000, up by 29.0 percent; and that of outbound Chinese visitors organized was 5,100, up by 50.0 percent. The total tourism income was 1.69 billion yuan, up by 65.0 percent.

 

. Banking and Insurance

 

By the end of 2010, balance of various loans to XPCG from various banks in Xinjiang was 87.546 billion yuan, up by 25.1 percent over the beginning of 2010. Of this total, the long-term loans were 44.326 billion yuan, up by 33.5 percent and the short-term loans were 43.32 billion yuan, up by 17.8 percent.

Various saving deposits in RMB and foreign currencies from XPCG Bank of Agriculture totaled 74.656 billion yuan, up by 2.0 percent over the beginning of 2010. Of this total, individual saving deposits were 34.222 billion yuan, up by 2.5 percent and that of units were 40.25 billion yuan, up by 1.6 percent. Balance of various loans by the end of 2010 was 23.229 billion yuan, up by 2.4 percent.

Number of insurance branches at various levels by the end of the year was 2,051. The premium of insurance business was 19.336 billion yuan, as same as that over the previous year. Indemnity of various insurances was 12.013 billion yuan, down by 10.8 percent.

 

. Science and Technology, and Education

 

Number of various schools by the end of the year was 554. Enrollment of various schools was 552,700 students, and teaching staff and workers were 43,600. Of this total, the general tertiary education enrollment was 46,800 students, up by 6.0 percent over the previous year. 13,400 students were enrolled, up by 5.6 percent. Number of graduates was 10,200, up by 5.9 percent over the previous year (Table 9). Enrollment rate of primary school-age children was 99.9 percent and that of junior secondary school-age people reached 96.1 percent.

By the end of 2010, number of scientific research and technological development bodies was 17, with 118,000 various professionals and technicians.

In 2010, one result was awarded the second prize of the National Prize of Science and Technology Progress. 76 results were awarded the XPCGs Prize of Science and Technology Progress. Of this total, 3 items was awarded the first prize, 27 items were awarded the second prize and 46 items were awarded the third prize.

 

. Culture, Public Health and Sports

 

At the end of 2010, there were 197 radio broadcasting and TV stations, of which there were 2 TV stations, one radio broadcasting station and 13 radio broadcasting and TV stations of XPCG and divisions, 176 farm radio broadcasting and TV stations, and 5 radio broadcasting and TV stations of sub-farms and industrial mining enterprises. The radio broadcasting coverage rate was 96.0 percent, TV coverage was 98.2 percent, and cable TV household coverage was 60 percent. The film projection for countryside (farms) was launched, 2,945 numbers were shown, and 94.7 percent of the public welfare task was completed. The Alliance of XPCG Cinemas was established with the Peace Cinema as the flagship.

There were one cultural center, one army reclamation museum, one national third-level library, 8 cultural centers (cultural palaces) of divisions. There were 116 farm-based cultural activity centers, 1210 village-based cultural rooms, and 102 farm and division-based public cultural squares. One sub-center of shared cultural information resource project at the provincial level, 81 branch centers and over 500 fixed cultural sites were built. There were 23 patriotic educational bases at the XPCG level. The Memorial Hall of Brigade 359 and other halls were selected into the second phase list of national red tourist scenic spots.

By the end of 2010, there 18 various public newspapers, 16 journals and 25 internal materials (journal and newspaper) at various levels. It had one publishing house and 21 kinds of books with over 70,000 copies were published. It had 66 websites. Xinhua, China News, Economic Daily and China National Radio portals set up the XPCG channel.

By the end of 2010, there were 1,339 various health institutions (including profit-making institutions) and 24,186 various health workers. Of this total, there were 8,058 practicing doctors and assistant practicing doctors and 7,967 registered nurses. Number of practicing doctors and assistant practicing doctors per one thousand people was 3.13, that of registered nurses per one thousand was 3.10, and that of beds per one thousand people was 6.91. Reported annual incidence of A or B infectious diseases were 338.07 per 100 thousand, with the death rate standing at 0.2184 percent. Infant mortality rate was 6.47 per thousand and pregnant women death rate was 38 per 100 thousand.

In 2010, the delegation of XPCG Athletes was awarded one bronze medal of the 3-person basketball, 6 medals of model airplane and the sportsmanship prize at the Fourth National Games. 6 gold medals, 9 silver medals and 8 bronze medals were awarded at the Fifth National Special Olympics Games.

 

. Population, Employment and Social Security

 

According to preliminary estimation, at the end of 2010, the total population of XPCG was 2,573,200.

The annual per capita disposable income of urban households in XPCG was 14,559 yuan, up by 12.6 percent over the previous year, or a real increase of 8.7 percent when price factors were deducted. The annual per capita net income of farm households was 8,782 yuan, up by 14.5 percent, or a real increase of 8.2 percent when price factors were deducted.

The total wages of workers on the job were 19.834 billion yuan, up 25.9 percent. The annual per capita wage of workers on the job was 26,741 yuan, an increase of 4,865 yuan over the previous year, up 22.2 percent, or a real increase of 17.2 percent when price factors were deducted.

At the end of 2010, a total of 1.33 million people participated in basic pension program. Of this total, 0.81 million were workers and staff and 0.52 million were retired persons. A total of 626,000 people participated in unemployment insurance program. A total of 1.21 million people participated in basic health insurance programs for staff and workers. A total of 973,600 people participated in basic health insurance program for residents. A total of 0.65 million people participated in work accident insurance. A total of 0.612 million people participated in maternity insurance program.

There were 111 adoption institutions of various types. 125,000 people received the government minimum living allowance and 3,800 people were compensated and subsidized by the country.

1,429 cases of labor security supervision were received and 1,353 cases were settled, with a settlement rate of 94.7 percent. 43 cases of administrative reconsideration were received, 42 cases were registered and 42 cases were settled, with a settlement rate of 100 percent. 1,247 cases of labor dispute were received, of which 611 cases were mediated and 636 cases were handled, with a settlement rate of 97.0 percent.

 

. Resources, Environment and Work Safety

 

In 2010, the comprehensive energy consumption by industrial enterprises above designated size amounted to 7.9788 million tons of standard coal equivalent, up 17.4 percent over the previous year. Of this total, the consumption of coal was 11.5701 million tons, up 12.4 percent; gasoline 3,900 tons, up 15.1 percent; diesel 20,000 tons, up 1.8 percent; natural gas 39.2 million cubic meters, up 37.1 percent; electric power 12.089 billion kilowatt hours, up 36.2 percent; and heat power 12.1756 million kilojoules, up 35.5 percent.

The total emission of industrial sewage reached 47.9536 million tons and that of COD in industrial sewage was 17,470 tons. The rate of industrial sewage discharge up to the standard was 70.46 percent and that of the rate of industrial reused sewage was 89.33 percent. Emission of sulfur dioxide in industrial waste gas was 70,710 tons, that of industrial smoke dust was 21,990 tons, and industrial dust was 13,890 tons. 46,100 tons of industrial solid wastes were discharged and the comprehensive utilization of industrial solid waste was 4.2156 million tons, with the comprehensive utilization rate of 60.49 percent. The implementation rate of the environment evaluation regulation was over 95 percent and that of the Three Simultaneous was more than 85 percent.

There were 24 death accidents in industrial, mining and trade enterprises, with 27 death tolls, as same as that over the previous year in terms of death toll. The death toll from work accidents every 100 million yuan worth of GDP was 0.035 people, a decline of 12.4 percent. Work accidents in industrial, mining and trade enterprises caused 4.69 deaths out of every 100 thousand employees, down 4.9 percent. The death toll for producing one million tons of coal in coal mines was 1.62 persons, down 35.2 percent. The road traffic death toll per 10 thousand vehicles-kilometers was 0.0155 persons, an increase of 26.0 percent.
