2013年,在党中央、国务院的正确领导下,在自治区党委、政府的支持和对口支援省市的大力援助下,面对国际国内复杂严峻的经济形势,兵团上下深入贯彻党的十八大和中央经济工作会议精神,按照兵团党委六届十一次全委(扩大)会议总体部署,把握“稳中求进、进中求快、又好又快”工作总基调,围绕“两个率先、两个力争”目标,积极作为、求真务实,着力转方式、调结构、促增长、惠民生,抓改革、保稳定,经济社会继续保持了平稳快速发展态势。
一、综 合
初步核算,全年实现兵团生产总值1499.87亿元,比上年增长18.1%。其中,第一产业增加值435.45亿元,增长8.0%;第二产业增加值626.42亿元,增长26.4%;第三产业增加值438.00亿元,增长16.8%。三次产业占生产总值比重为29.0:41.8:29.2。三次产业对经济的贡献率分别为13.6%、61.2%和25.2%,分别拉动经济增长2.4、11.1和4.6个百分点。人均生产总值56069元,比上年增长16.2%。
全年兵团国有控股农工建交商企业实现利润65.88亿元,比上年增加9.86亿元。
初步统计,全年上缴各类税费140.88亿元。
年末兵、师国资委监管企业改制面达到85.7%。
全疆全年居民消费价格比上年上涨3.9%(见表1),其中,食品价格上涨8.5%,居住价格上涨3.4%。农业生产资料价格上涨2.6%。工业生产者出厂价格下降3.5%,工业生产者购进价格下降2.2%。固定资产投资价格上涨0.5%。
全年兵团农产品生产者价格上涨4.2%。工业生产者出厂价格上涨0.5%,工业生产者购进价格下降0.7%。
年末从业人员125.34万人,比上年增长6.9%。年末在岗职工71.10万人,比上年增长3.4%。全年新增劳动力就业8.57万人。年末城镇登记失业率2.55%。
全年组织实施外国专家项目53项,引进国(境)外专家121人次。
全年四个季度企业家信心指数和企业景气指数均处于较景气区间。一至四季度企业家信心指数分别为122.5、125.0、119.4和114.0,分别比上年同期下降10.6点、9.5点、19.6点和12.8点;企业景气指数分别为115.9、128.9、129.0和121.1,分别比上年同期下降15.2点、10.4点、4.8点和上升1.3点。

二、农 业
初步核算,全年实现农业增加值435.45亿元,比上年增长8.0%。
全年农作物播种面积1174.12千公顷(1761.18万亩),增长3.9%。其中,粮食种植面积271.35千公顷(407.01万亩),下降1.2%;棉花种植面积590.81千公顷(886.21万亩),增长5.9%;油料种植面积50.45千公顷(75.68万亩),下降5.8%;甜菜种植面积26.58千公顷(39.87万亩),下降11.1%;蔬菜种植面积(含菜用瓜)77.58千公顷(116.36万亩),增长13.7%。
作物精量半精量播种面积857.20千公顷(1285.80万亩),比上年增长4.6%。其中,棉花精量播种面积515.59千公顷(773.38万亩),增长14.7%。测土配方施肥面积682.33千公顷(1023.50万亩),增长21.1%。
有效灌溉面积1117.34千公顷(1676.01万亩),其中高新节水灌溉面积831.53千公顷(1247.30万亩)。
全年粮食产量206.31万吨,比上年增长10.2%;棉花产量146.52万吨,增长3.3%;油料产量17.15万吨,增长26.4%;甜菜产量216.54万吨,增长0.1%。
主要农、畜产品产量保持增长(见表2)。
种植业耕、种、收综合机械化率92%。采棉机1550台,机采棉面积390千公顷(585万亩),棉花机采率65%。畜牧业机械化水平74%,园艺业机械化水平64%。
畜禽良种推广覆盖率达到70%,优质高产饲草种植收获加工示范田达到1万亩,养殖粪污资源化利用率达到75%。
兵团各级农业产业化龙头企业410个。其中,国家级15家,兵团级65家,销售收入过10亿元的有7家。龙头企业带动种植面积840万亩、牲畜饲养量509万头、禽类饲养量578万只、养殖水面面积10万亩,带动团场和农村农户近100万户。
已建成1个全国农业产业化示范基地,2个全国现代农业示范区,4个全国农产品加工示范基地,18个全国“一村一品”示范团场,23个国家级无公害农产品示范基地和国家级农业标准化示范农场,示范面积150余万亩。
完成“三品”(即有机农产品、无公害农产品、绿色食品)认证35个,认证面积达到630万亩,完成农产品地理标志认证16个。

三、工业与建筑业
初步核算,全年实现全部工业增加值426.61亿元,比上年增长27.8%。规模以上工业增加值增长21.7 %。其中,国有控股企业增长10.0%;轻工业增长14.7%,重工业增长25.1%。
全年规模以上工业中,煤炭开采和洗选业增加值比上年增长8.5%,农副食品加工业增长27.6%,食品制造业增长31.7%,酒饮料和精制茶制造业增长6.9%,纺织业下降11.0%,化学原料及化学制品制造业增长22.0%,非金属矿物制品业增长27.1%,有色金属冶炼及压延加工业增长56.0%,电力、热力的生产和供应业增长16.6%。
主要工业产品产量大部分保持增长(见表3)。

初步核算,全年实现全社会建筑业产值874.08亿元,比上年增长33.0%。建筑业增加值199.81亿元,比上年增长23.1%。兵团具有资质等级的总承包和专业承包建筑企业实现利润13.22亿元,增长35.7%,其中国有控股企业9.53亿元,增长23.9%。
各类建筑施工单位签定合同额1379.16亿元,比上年增长33.8%。全年房屋建筑施工面积5450.
四、固定资产投资
全年全社会固定资产投资1509.90亿元,比上年增长45.3%。其中,第一产业86.76亿元,增长39.5%;第二产业687.88亿元,增长37.5%;第三产业735.26亿元,增长54.2%(见表5)。固定资产投资三次产业构成为6:45:49。按地区分,南疆垦区投资355.11亿元,增长64.7%;北疆垦区投资1154.79亿元,增长40.2%。

固定资产投资建设资金来源总额1522.04亿元,其中本年资金1460.40亿元。本年资金来源中,国家预算内资金213.94亿元,国内贷款141.15亿元,利用外资0.33亿元,自筹资金913.72亿元,其他资金191.26亿元。在自筹资金中,企事业单位自有资金736.72亿元,增长55.4%。
全年新增固定资产878.93亿元,比上年增长32.7%。主要新增生产能力或效益:粗钢170万吨,水泥260万吨,棉纺锭14.4万锭,焦炭350万吨,电解铝75万吨,发电装机容量260.24万千瓦,输电线路
五、国内贸易
全年批发零售业商品销售总额2127.84亿元,比上年增长58.5%。
全年社会消费品零售总额385.64亿元,比上年增长20.6%,扣除价格因素,实际增长16.7%。按行业分,批发和零售业零售额320.91亿元,增长20.9%;住宿和餐饮业零售额64.73亿元,增长18.7%。
六、对外经济
全年货物进出口总额115.9亿美元,比上年增长20.1%。其中,货物出口103.7亿美元,增长24.3%;货物进口12.2亿美元,下降6.6%。
全年实际利用外资2.17亿美元,比上年增长68.2%。
全年对外承包工程和劳务合作营业额5.42亿美元,比上年增长18.6%。对外投资733万美元。
全年招商引资项目1580个,投资规模4292.72亿元,当年引进兵团以外项目到位资金757.2亿元,比上年增长19.8%。其中,第一产业23.5亿元,增长1.1倍;第二产业513.52亿元,增长1.8%;第三产业220.2亿元,增长89.7%。19个援疆省市产业合作项目375个,引进兵团外到位资金339.89亿元。兵团级以上园区引进招商引资项目214个,到位资金382.6亿元。
全年对口援疆项目199个,总投资46.67亿元,其中援助资金16.43亿元。当年援疆项目全部开工,已完工197个,实际完成投资47.92亿元,到位援助资金16.21亿元。其中,城乡住房及城镇基础设施项目69个,完成投资35.98亿元,到位援助资金9.49亿元;社会事业项目38个,完成投资7.34亿元,到位援助资金4.12亿元;支持产业发展项目22个,完成投资3.22亿元,到位援助资金1.65亿元;基层政权及阵地建设项目7个,完成投资0.40亿元,到位援助资金0.25亿元;人才培养、培训项目62个,完成投资0.67亿元,到位援助资金0.52亿元;其他项目1个,完成投资0.31亿元,到位援助资金0.18亿元。
七、交通运输和旅游
年末民用汽车保有量19.52万辆,比上年末增长15.1%。民用轿车9.50万辆,增长30.0%。
民用汽车中,载客汽车11.56万辆,增长25.6%;载货汽车4.93万辆,增长12.4%;其他汽车3.03万辆,减少10.0%。
全年道路运输旅客周转量82.64亿人公里、货物周转量289.51亿吨公里,分别比上年增长15.8%和41.6%(见表7)。

年末拥有飞机31架,全年总飞行时间4182小时,起落3956架次。其中,用于农林牧业飞行2934小时,作业处理土地面积366.64千公顷(549.96万亩);工业飞行713小时。
年末兵团拥有旅游企业294家。其中,国家等级景区(点)44个(
全年接待旅游者791.4万人次,比上年增长15.8%。其中,国内旅游人数782.2万次,增长15.8%;入境旅游人数9.2万人次,增长26.9%;组织新疆居民出境旅游人数2.3万人次,增长70.5%。旅游总收入38.59亿元,增长26.1%。其中,国内旅游收入33.89亿元,增长25.6%;入境旅游外汇收入0.75亿美元,增长30%。
八、金 融
全年驻疆银行金融机构对兵团贷款余额1650亿元,比上年增长14.6%。
兵团农业银行年末各项本外币存款余额975.10亿元,比年初增长6.8%。其中,个人存款517.76亿元,增长9.8%;单位存款452.76亿元,增长3.2 %。各项贷款年末余额392.26亿元,增长22.2%。
全年兵团企业实现直接融资199.63亿元,比上年增长16.5%。其中股票市场融资23.33亿元,债券市场融资176.30亿元。债券市场融资中,短期融资券71.0亿元、中期票据47.0亿元、企业债5.0亿元、私募债券20.0亿元、信托23.6亿元、其他9.7亿元。
九、教育、科学技术和文化
年末有各类学校563所,在校学生48.13万人,教职工4.18万人。普通高等学校在校生4.88万人,比上年增长0.85%;招生1.35万人,增长3.50%;毕业生1.24万人,增长7.46%(见表8)。小学适龄儿童入学率99.53%,初中适龄人口入学率96.69%。

年末有科学研究与技术开发机构18个。
全年各类科技经费总额3.93亿元,比上年增长21.7%。争取科技部等各类国家科技计划项目批准立项217项,到位资金2.20亿元;兵团本级科技计划项目428项,项目年投入强度每项21.82万元。
新批准建设产业技术创新联盟2家、高新技术产业化中试平台2个、工程技术研究中心6家、创新型企业试点9家、各类科技服务机构5家。
全年71项成果获兵团科技进步奖,其中一等奖5项,二等奖25项,三等奖41项。全年兵团专利申请量880件,增长24.1%,其中申请发明专利345件,增长31.2%。
年末有广播电视播出机构197座,其中兵团广播电视台1座,师电视台和广播电台各1座,师广播电视台13座。农牧团场广播电视站176座,分场及工矿企业广播电视站5座。广播电视综合覆盖率分别达到97.0%和98.8%,兵团卫视综合频道进入24省市有线电视网络。实施数字电影放映工程,全年放映24721场次。
年末有群艺馆1座,军垦博物馆1座,国家三级图书馆1座。8个师建有文化中心(文化宫),125个团场建有文化活动中心。师团有文化广场102个。建有文化信息资源共享工程兵团级分中心1个、团级分中心81个、连队服务点2297个,有不可移动历史文物点542处,兵团级爱国主义教育基地23个。兵团4个专业文艺团体下基层演出284场次。
年末有公开发行各级各类报纸20家,期刊15家,内部资料(刊型、报型)38家。出版社1家,全年出版图书185种。拥有网站66家,新华网、中新网、经济日报网、中广网均设有兵团频道。兵团手机报用户达30万户。实施“东风工程”和“农家书屋”工程,向援疆省市、自治区各级党政机关和兵团基层干部职工免费赠送《兵团日报》等5种报刊25977份,为17.36万手机用户免费赠阅兵团手机报,为2893个农家书屋配送了图书、期刊和电子音像制品。
2013年,兵团参加全国第十二届运动会,有9人在田径、射击、跆拳道和自由式摔跤4个项目上取得决赛资格。兵团运动员获得一枚男子68公斤级铜牌、一个男子+80公斤级第五名、一个女子57公斤级第五名,兵团代表团获得“体育道德风尚奖”。
十、卫生和社会服务
年末有各类卫生机构1348个(含营利性卫生机构),各类卫生技术人员24806人。其中,执业和执业助理医师8511人,注册护士10409人。每千人执业(助理)医师3.18人,每千人注册护士3.89人,每千人有医院床位10张。传染病报告发病率(甲乙类传染病) 362/10万,婴儿死亡率7.56‰,孕产妇死亡率0/10万。
全年兵团最低生活保障9.4万人,下达兵团低保资金预算4.75亿元,发放补助、补贴资金3530万元。发放医疗救助资金1亿多元,20多万人次得到医疗救助。
全年国家抚恤、补助各类优抚对象0.39万人,接收安置退役士兵929人。
年末有各类收养性单位108个,床位数7577张,在院收养人数5385人。
十一、人口、人民生活与社会保障
年末兵团总人口270.14万人,比上年增长2.0%,其中,男性142万人,女性128万人。性别比为111.3(女=100)。全年出生人口1.53万人,出生率为5.7‰;死亡人口1.32万人,死亡率为4.9‰;人口自然增长率为0.79‰。
全年兵团城镇居民人均可支配收入23138元,比上年增长17.8%,扣除价格因素,实际增长13.5%;团场农牧工家庭人均纯收入14313元,增长18.2%,扣除价格因素,实际增长13.5%。
全年在岗职工工资总额358.35亿元,比上年增长25.0%。在岗职工平均工资44043元,比上年增加6818元,增长17.4%。
年末参加职工基本养老保险人数150.41万人、居民社会养老保险参保人数13.2万人。参加基本医疗保险226.48万人,其中职工基本医疗保险128.94万人,居民基本医疗保险97.54万人。参加失业保险66.37万人、工伤保险69.62万人、生育保险65.91万人。
全年受理劳动保障监察投诉案件1814件,结案1792件,结案率98.8%;受理劳动保障行政复议案件42件,结案42件,结案率100%;处理劳动争议案件1660件,其中,调解处理906件,立案处理754件,结案率95.8%。
十二、资源、环境与安全生产
年末建成水库135座,其中大(2)型水库11座,中型水库32座,小(1)型水库81座,小(2)型水库11座。建成塘坝14座。建成水电站92座,其中中型水电站2座,小(1)型水电站11座,小(2)型水电站79座。建成泵站(含节水工程首部)3077座,建成水闸5997座。建成农村集中式供水工程1111处。建成机电井28292眼(均为浅层地下水机电井),其中规模以上机电井18767眼,规模以下机电井9525眼。建成2000亩以上灌区109处,其中50万亩以上灌区12处,30~50万亩灌区13处,10~30万亩灌区23处,5~10万亩灌区23处,1~5万亩灌区25处,0.2~1万亩灌区13处。2000亩以上灌区中渠道(干、支、斗)长度
全年水利工程供水量123.22亿立方米,按工程类型分,水库工程供水1.25亿立方米,河湖引水闸工程供水97.94亿立方米,河湖取水泵站工程供水0.68亿立方米,机电井供水23.31亿立方米,其他工程供水0.
全年总灌溉面积1495.
全年批准建设用地10.45万亩,供应土地9.31万亩,土地出让合同价款64.24亿元。
全年规模以上工业企业综合能源消费量2060.20万吨标准煤,比上年增长31.9%。其中,煤炭消费量3152.74万吨,增长49.4%;汽油0.41万吨,增长1.2%;柴油4.53万吨,增长29.1%;天然气18951万立方米,增长206.8%;电423.14亿千瓦小时,增长34.6%;热力2672.32万百万千焦,增长118.6%。
全年化学需氧量排放量9.86万吨,比上年减少1.09%;氨氮排放量0.53万吨,减少0.06%;二氧化硫排放量15.40万吨,增长15.65%;氮氧化物排放量13.27万吨,增长15.67%。
全年兵团工矿商贸企业共发生职工死亡事故17起,事故死亡26人,死亡人数与上年持平。亿元生产总值生产安全事故死亡人数0.018人。工矿商贸企业就业人员10万人生产安全事故死亡人数1.39人。煤矿百万吨死亡人数为0.59人。

In 2013, under the
correct leadership of the CPC Central Committee and the State Council, support
of the CPC Committee and Government of the Xinjiang Uygur Autonomous Region and
enormous assistance of the paired assisting provinces and
municipalities, faced with the complicated domestic and international
situation, Xinjiang Production & Construction Group (Hereinafter shortened
as XPCG) thoroughly implemented the spirit of the 18th Party Congress and the Central Economic
Work Conference,
carried out the overall arrangements set by the 11th full session (Enlarged) of the 6th congress
of the XPCG Committee of the CPC, upheld the general
tone of “moving forward while
maintaining stability, speeding up while advancing, and Keeping sound and rapid”, acted vigorously, stayed
realistic and pragmatic, took great pains to transform the pattern, adjusted economic structure, maintained steady growth,
benefited the people's livelihood, promoted reform, ensured stability, as a
result, the national economic and social development continued to keep
stabilized and accelerated situation.
Ⅰ. General Outlook
In 2013, the gross
domestic product (GDP) of the year was 149.987 billion yuan,
up by 18.1 percent over the previous year. Of this total, the value added of
the primary industry was 43.545 billion yuan, up by
8.0 percent, that of the secondary industry was 62.642 billion yuan, up by 26.4 percent, and that of the tertiary industry
was 43.8 billion yuan, up by 16.8 percent. The value
added of the primary industry accounted for 29.0 percent of the GDP, that of
the secondary industry made up 41.8 percent, and that of the tertiary industry
represented 29.2 percent. The contribution of the three industries to economy
were 13.6 percent,61.2 percent and 25.2 percent, driving economic growth by
2.4, 11.1 and 4.6 percentage points respectively. The per capita of GDP was
56,069 yuan, up by 16.2 percent over the previous
year.
The total profit volume
of XPCG’s state-owned and state-holding
enterprises of agriculture, industry, construction and commerce was 6.588
billion yuan, an increase of 986 million yuan over the previous year.
According to
preliminary statistics, 14.088 billion yuan of
various taxes were turned over in 2013.
At the end of 2013, the
restructuring composition of enterprises supervised by State-owned Assets
Supervision and Administration Commissions of XPCG and divisions was 85.7
percent.
The general level of
consumer prices was up by 3.9 percent over the previous year (Table 1). Of this
total, the prices for food went up by 8.5 percent and for residential housing
increased by 3.4 percent. The prices for means of agricultural production were
up by 2.6 percent. The producer prices and the purchasing prices for
manufactured goods were down by 3.5 percent and 2.2 percent respectively. The
prices for investment in fixed assets were up by 0.5 percent.
The producer prices for
farm products were up by 4.2%.The producer prices for manufactured goods were
up by 0.5 percent and the purchasing prices for manufactured goods were down by
0.7 percent.
At the end of 2013, the
total of employed people in XPCG numbered 1.2534 million, up by 6.9 percent
over the previous year. Employed people on the job were 711 thousand, up by 3.4
percent over the previous year. The newly increased employed people numbered
85.7 thousand. The urban unemployment rate through unemployment registration
was 2.55 percent at the end of 2013.

projects were carried out and 121 foreign experts were introduced.
Entrepreneur confidence
index and business prosperity index in the four quarters of the year were
located at between better ranges. Entrepreneur confidence indices from the
first quarter to the fourth quarter were 122.5, 125.0, 119.4 and 114.0, down by
10.6, 9.5, 19.6 and 12.8 points respectively over the corresponding period of
the previous year. Business prosperity indices of four quarters were 115.9,
128.9, 129.0 and 121.1 respectively, down by 15.2,10.4,
4.8 and up by 1.3 points respectively over the corresponding period of the
previous year.
On January 23, 2013, Jinyin Town of Alaer City of the
First Division was approved. On September 29, 2013, Shihezi
Town of Shihezi City of the Eighth Division was
approved. The urbanization rate was anticipated to be 62 percent.

Ⅱ. Agriculture
In 2013, the total value added
of agriculture was 43.545 billion yuan, up by 8.0%
over the previous year.
The sown area of crops was
1,174.12 thousand hectares (17.6118 million mu), up by 3.9 percent over the
previous year. Of this total, the sown area for grain was 271.35 thousand
hectares (4.0701 million mu), up by 1.2 percent. The sown area of cotton was
590.81 thousand hectares (8.8621 million mu), up by 5.9 percent, that of
oil-bearing crops was 50.45 thousand hectares (0.7568 million mu), down by 5.8
percent, that of beetroot crop was 26.58 thousand hectares (0.3987 million mu),
down by 11.1 percent, and that of vegetables (including table gourds) was 77.58
thousand hectares (1.1636 million mu), up by 13.7 percent.
The precision and
semi-precision sown area of crops was 857.20 thousand hectares (12.858 million
mu), up by 4.6 percent over the previous year. Of this total, the precision
sown area of cotton was 515.59 thousand hectares (7.7338 million mu), up by
14.7 percent. The area of soil analysis-based fertilization was 682.33 thousand
hectares (10.235 million mu), up by 21.1 percent.
The effectively irrigated area
was 1,117.34 thousand hectares (16.7601 million mu).Of this total, the area for
high and new technology water-saving irrigation was 831.53 thousand hectares
(12.473 million mu).
The output of grain in 2013
was 2.0631 million tons, an increase of 10.2 percent over the previous year;
that of cotton was 1.4652 million tons, up by 3.3 percent; that of edible oil
was 171.5 thousand tons, up by 26.4 percent; and that of beetroot was 2.1654
million tons, up by 0.1 percent.
Output of major farm and
livestock products in 2013 kept growing (Table 2).
The comprehensive
mechanization rate of cultivation, sowing and harvest in crop farming was 92
percent. The number of cotton pickers was 1,550 sets. The area harvested by
cotton pickers was 390 thousand hectares (5.85 million mu) and the rate of mechanic
cotton harvest was 65 percent. The mechanization rate of animal husbandry was
74 percent and that of horticultural industry was 64 percent.
The extension coverage of
improved strains of livestock and poultry was 70 percent. The demonstration
area of high quality forage planting, harvesting and processing reached 10
thousand mu. The stock-raising manure resource utilization rate was 75 percent.
The number of key leading
enterprises of the agricultural industrialization was 410 at various levels, of
which 15 were at the national level and 65 at the XPCG level. The number of
enterprises with sales income of over 1 billion yuan
was 7. The leading enterprises covered a farming area of 8.4 million mu, 5.09
million heads of livestock rearing and 5.78 heads of poultry rearing, an
aquatic farming area of 100 thousand mu, and promoted growth for about one
million farm and rural households.
One national agricultural
industrialization demonstration base, 2 national modern agricultural
demonstration districts, 4 national farm produce processing demonstration
bases, 18 national OTOP
demonstration farms 23 national pollution- free agricultural products
demonstration bases and national agricultural standardized demonstration farms,
and a demonstration area of more than 150 million mu were completed.
Certification of organic
agricultural products, pollution-free agricultural products and green food
numbered 35, with a certified area of 6.3 million mu and that of geographical
indications of agricultural products stood at 16.

Ⅲ. Industry and Construction
In 2013, the total value added
of the industrial sector was 42.661 billion yuan, up
by 27.8 percent over the previous year. The value added of industrial
enterprises above the designated size was up by 21.7 percent. Of this total,
the value added of the state-owned and state-holding enterprises grew by 10.0
percent. Analyzed by light and heavy industries, the growth of the light
industry was 14.7 percent and that of the heavy industry was 25.1 percent.
Among the industrial
enterprises above the designated size, the growth of value added for the mining
and washing of coal industry was 8.5 percent over the previous year; for
processing of food from agricultural products 27.6 percent; for food
manufacturing 31.7 percent; for liquor, beverage and refined tea manufacturing
6.9 percent; for textile industry minus 11.0 percent; for manufacture of raw
chemical materials and chemical products 22.0 percent; for manufacture of
non-metallic mineral products 27.1 percent; smelting and pressing of non-ferrous metals 56.0 percent; and for
production and supply of electric power and heat power 16.6 percent. Output of most major industrial products
kept growing (Table 3).

The profits made by the industrial
enterprises above the designated size in 2013 were 8.363 billion yuan, up by 12.0 percent over the previous year (Table 4).
At the end of 2013, the number
of various parks was 29, of which there were 5 economic development zones at
the national level, 3 parks at the provincial level and 21 parks at the level
of XPCG.

In 2013, the output value of
construction enterprises in XPCG was 87.408 billion yuan,
up by 33.0 percent over the previous year.The value
added of construction enterprises in XPCG was 19.981 billion yuan, up by 23.1 percent over the previous year. The
profits made by construction enterprises qualified for general contracts and
specialized contracts reached 1.322 billion yuan, up
by 35.7 percent, of which the profits made by the state-owned and state-holding
enterprises were 953 million yuan, up by 23.9
percent.
The contract value of various
construction enterprises was 137.916 billion yuan, up
by 45.3 percent. The floor space of buildings under construction was 54.5008
million square meters, up by 26.5 percent.
Ⅳ. Investment in Fixed Assets
The completed investment in
fixed assets in 2013 was 150.99 billion yuan, up by
45.3 percent over the previous year. Of this total, the investment in the
primary industry was 8.676 billion yuan, up by 39.5 percent;
that in the secondary industry was 68.788 billion yuan,
up by 37.5 percent and that in the tertiary industry was 73.526 billion yuan, up by 54.2 percent (Table 5). The proportion of the three industries was 6:45:49.
An analysis by regions showed that the investment in southern XPCG was 35.511
billion yuan, up by 64.7 percent, and that in
northern XPCG was 115.479 billion yuan, up by 40.2
percent.

The completed investment in
industry was 68.556 billion yuan, up by 37.5 percent
over the previous year. Of this total, investment in manufacturing sector was
37.538 billion yuan, up by 13.1 percent and that of
electric power, combustion gas and water production and supply sector was
29.528 billion yuan, up by 85.7 percent (Table 6).
The investment in transport
was 6.181 billion yuan, up by 11.9 percent over the
previous year. Newly built and renovated highway was 2,031 kilometers.
The investment in water
conservancy projects was 4.986 billion yuan, up by
67.7 percent over the previous year.

The completed investment in the Ten Benefit Things of
main people’s livelihood was 34.78
billion yuan. Of this total, the investment in the
affordable housing projects in urban areas was 19.8 billion yuan.
The construction of the affordable housing projects amounted to 143 thousand
households, the renovation of shanty towns reached 72 thousand households,
newly started and continued construction of the affordable housing projects in
urban areas basically completed was 156 thousand households, with a completion
of 103 thousand households. The completion of the affordable housing projects
in rural areas was 55 thousand households and the central financial subsidy was
818 million yuan. The drinking water issue was solved
for 380 thousand residents and 45 thousand students and teachers. 1,323
kilometers highway of access to towns and villages was newly increased. 60
public toilets and 40 environmental sanitation facilities on farms were newly
built. 26 community service facilities, 10 comprehensive cultural centers, 18
pension service facilities and 15 funeral service stations were newly built and
renovated. The subsidies for the
urban public service fund on farms were 200 million yuan.
The total construction fund of
investment in fixed assets was 152.204 billion yuan,
of which the fund source in 2013 was 146.04 billion yuan.
Of this total, the internal budgetary fund from the State was 21.394 billion yuan, the domestic loan was 14.115 billion yuan, the foreign capital utilization was 33 million yuan, the self-raised fund was 91.372 billion yuan, and other fund was 19.126 billion yuan.
Of the self-raised fund, the fund from enterprises and institutions was 73.672
billion yuan, up by 55.4 percent.
The newly increased fixed
assets were 87.893 billion yuan, up by 32.7 percent
over the previous year. Main newly added production capacities and efficiency
of fixed assets investment were: 1.7 million tons of raw coal yearly, 2.6
million tons of cement, 144 thousand spindles of cotton yarns, 3.5 million tons
of coking, 0.75 million tons of electrolytic aluminum, 2.6024 million kilowatts
of installed generating, 1,989 kilometers of electricity transmission line, 837
beds and 43.1 square meters for hospitals, and 16,195 student seats and 85.5
thousand square meters for various schools.
Ⅴ. Domestic Trade
In 2013, the total sales of
commodities of wholesale and retail sector were 212.784 billion yuan, up by 58.5 percent over the previous year.
The total retail sales of
consumer goods reached 38.564 billion yuan, a growth
of 20.6 percent over the previous year, or a real growth of 16.7 percent after
deducting price factors. Analyzed by different sectors, the sales of the
wholesale and retail trade reached 32.091 billion yuan,
up by 20.9 percent; that of the lodging and catering industry was 6.473 billion
yuan, up by 18.7 percent.
Ⅵ. Foreign Economic Relations
The total value of imports and
exports in 2013 reached 11.59 billion US dollars, up by 26.7 percent over the
previous year. Of this total, the value of goods export was 10.37 billion US
dollars, up by 31.0 percent, and the value of goods import was 1.22 billion US
dollars, down by 1.0 percent.
The foreign capital actually
utilized was 217 million US dollars, up by 68.2 percent over the previous year.
In 2013, the accomplished business revenue
through contracted overseas engineering projects and overseas labor contracts
was 542 million US dollars, up by 18.6 percent over the previous year. The overseas investment was 7.33 million US dollars.
1,580 projects were introduced with an
investment scale of 429.272 yuan. The actually
utilized capital introduced outside XPCG was 75.72 billion yuan,
up by 19.8 percent over the previous year. Of this total, that of the primary
industry was 2.35 billion yuan, up by 1.1 times; that
of the secondary industry was 51.352 billion yuan, up
by 1.8 percent and that of the tertiary industry was 22.02 billion yuan, up by 89.7 percent. The number of industrial
cooperation projects from 19 paired assisting provinces and municipalities was
375 and the paid-in investment introduced outside XPCG was 33.989 billion yuan. 214
projects were introduced in parks at above the level of XPCG, with a paid-in
investment of 38.26 billion yuan.
The number of projects of paired assisting
provinces and municipalities was 199, with a total investment of 4.667 billion yuan, of which the assistance fund was 1.643 billion yuan. All the assistance projects were started and 197
projects were completed in 2013. The actually
completed investment was 4.792 billion yuan and the
paid-in assistance fund was 1.621 billion yuan. Of
this total, the number of projects of urban and rural residential buildings and
town public infrastructure was 69,the completed investment was 3.598 billion yuan and the paid-in assistance fund was 949 million yuan; that of social undertakings was 38, the completed
investment was 734 million yuan and the paid-in
assistance fund was 412 million yuan; that of
supporting industrial development was 22, the completed investment was 322
million yuan and the paid-in assistance fund was 165
million yuan; that of grass-roots governments and the
position construction was 7, the completed investment was 40 million yuan and the paid-in assistance fund was 25 million yuan; that of personnel training was 62, the completed
investment was 67 million yuan and the paid-in
assistance fund was 52 million yuan; that other
projects was one, the completed investment was 31 million yuan
and the paid-in assistance fund was 18 million yuan
Ⅶ. Highway Transportation and Tourism
By the end of 2013, the total
number of motor vehicles for civilian use reached 195.2 thousand, up by 15.1
percent over the previous year. The number of cars for civilian use stood at 95
thousand, up by 30.0 percent.
Of the total vehicles for
civilian use, the number of passenger vehicles was 115.6 thousand, up by 25.6
percent, that of load-carrying vehicles was 49.3thousand, up by 12.4 percent,
and that of other vehicles was 30.3 thousand, down by 10.0 percent.
Highway passenger flow was
8.264 billion person-kilometers and freight turnover was 28.951 billion
ton-kilometers, up by 15.8 percent and 41.6 percent over the previous year
respectively (Table 7).

By the end of 2013, the mileage
of road passage in XPCG was 33,127 kilometers. Of this total, the mileage of
the first grade was 15 kilometers, that of the second grade was 1,382
kilometers, that of the third grade was 5,351 kilometers, and that of the
fourth grade was 9,287 kilometers.
Possession of airplanes was 31
at the end of 2013. A total of flying time was 4,182 hours, with 3,956 sorties.
Of this total, the flying time for agriculture, forestry and animal husbandry was
2,934 hours, with the operational land area of 366.64 thousand hectares, and
that for industry was 713 hours.
There were 294 tourist enterprises by the
end of 2013. The number of tourist scenic spots at the national level was 44((9
for the AA grade ), that of national red tourist classic scenic spots was 3,
that of national demonstration spots of agriculture and industry was 12, that
of national demonstration spots of leisure agriculture and village tourism was
4, that of star-rated rural tourism was 32, that of star-rated hotels was 57(8
four-star-rated hotels), that of tourist agencies was 128 (11 outbound agencies), that of tourism
planning bodies with the qualification was 8, that of tourist corporations was
6, that of national excellent tourist cities was one, that of national special
famous tourist towns was 3, and that of tourist guides numbered 2,479.The
number of directly employed people in tourism was 26 thousand and that
indirectly employed people was 100 thousand.
The year 2013 saw 7.914 million tourists,
up 15.8 percent over the previous year. Of this total, the number of domestic
visitors was 7.822 million, up 15.8 percent; that of inbound visitors 92
thousand, up 26.9 percent; that of outbound visitors of Xinjiang residents
organized by agencies totaled 23 thousand, up 70.5 percent. The total tourism
revenue totaled 3.859 billion yuan, up 26.1 percent;
of this total, the revenue from domestic tourism totaled
3.389 billion yuan, up 25.6 percent and foreign exchange
earnings from inbound tourism topped 75 million US dollars, up 30 percent.
Ⅷ. Financial Intermediation
By the end of 2013, balance of various
loans to XPCG from banks stationed in Xinjiang was 165 billion yuan, up by 14.6 percent over the previous year.
Various saving deposits in RMB and foreign
currencies from the Bank of Agriculture of XPCG totaled 97.51 billion yuan, up by 6.8 percent over the beginning of 2013. Of this
total, individual saving deposits were 51.776 billion yuan,
up by 9.8 percent and that of units were 45.276 billion yuan,
up by 3.2 percent. Balance of various loans by the end of 2013 was 39.226
billion yuan, up by 22.2 percent.
Direct financing raised by enterprises of
XPCG reached 19.963 billion yuan, up by 16.5 percent
over the previous year. Of this total, the stock market financing stood at
2.333 billion yuan, the bond market financing totaled 17.63 billion yuan.
Among the bond market financing, the short-term financing reached 7.1 billion yuan, medium term
notes were 4.7 billion yuan, enterprise
bonds were 500 million yuan, private placement bonds
were 2.0 billion yuan, trust funds were 2.36 billion yuan, and other funds were 970 million yuan.
Ⅸ. Education, Science &
Technology and Culture
The number of various schools
by the end of the year was 563. Enrollment of various schools was 481.3
thousand students, and teaching staff and workers were 41.8 thousand. Of this
total, the general tertiary education enrollment was 48.8 thousand students, up
by 0.85 percent over the previous year. 13.5 thousand students were enrolled,
up by 3.5 percent. The number of graduates was 12.4 thousand, up by 7.46
percent over the previous year (Table 8). Enrollment rate of primary school-age
children was 99.53 percent and that of junior secondary school-age people
reached 96.69 percent.

By the end of 2013, the number of
scientific research and technological development bodies was 18.
The various funds for science and
technology totaled 393 million yuan, up 21.7 percent
over the previous year. 217 projects of various national science and technology
programs were approved and implemented, with a paid-in fund of 220 million yuan. 428 projects of science and technology at the level
of XPCG were implemented with a yearly input strength of 218.2 thousand yuan per project.
2 alliances of industry technology
innovation, 2 pilot platforms of high and new technology industrialization, 6
centers of engineering technology research, 9 units of innovative enterprises and
5 various science and technology service agencies were approved.
In 2013, 71 results were awarded the XPCG’s Prize of Science and Technology Progress. Of this total, 5 items
was awarded the first prize, 25 items were awarded the second prize and 41 items
were awarded the third prize. The number of patent applications was 880, up by
24.1 percent over the previous year. Of this total, that of invention patent
applications was 345, up by 31.2 percent.
At the end of 2013, there were 197 radio
broadcasting and television stations, of which there was one radio broadcasting
and television station of XPCG, one television station and one broadcasting
station of divisions, and 13 radio broadcasting and television stations of
divisions. The number of broadcasting and television stations on farms was 176
and that on sub-farms and in industrial and mining enterprises was 5. The radio
broadcasting coverage rate was 97.0 percent and TV coverage rate was 98.8
percent. The comprehensive channel of the XPCG Satellite TV Station entered
cable television networks of 24 provinces and municipalities. The project of
the digital film projection was implemented and 24,721 times were shown.
There were one cultural center, one army
reclamation museum, one national third-level library of XPCG. 8 divisions owned
cultural centers (cultural palaces) and 125 farms had cultural centers. There
were 102 cultural squares of divisions and farms. There was one sub-center of
the sharing project of cultural information resources at the level of XPCG, 81
sub-centers at the farm level and 2,297 service points at the village level.
The number of unmovable cultural relics spots was 542.There were 23 patriotic
educational bases at the level of XPCG. The 4 professional arts groups of XPCG
performed 284 times for grass-roots units.
By the end of 2013, there were 20 various
public newspapers, 15 journals and 38 internal materials (journal or newspaper
type). There was one publishing house and 185 kinds of books were published. It

2013, at the Twelfth National Games, 9 people were qualified for the finals in
4 events of athletics, shooting, taekwondo and freestyle wrestling. Athletes

Ⅹ. Public Health and Social Services
By the end of 2013, there were 1,348
various health institutions (including profit-making institutions) and 24,806
various health workers. Of this total, there were 8,511 practicing doctors and
assistant practicing doctors and 10,409 registered nurses. The number of practicing
doctors and assistant practicing doctors per one thousand people was 3.18, that
of registered nurses per one thousand was 3.89, and that of beds per one
thousand people was 10. Reported annual incidence of A or B infectious diseases
were 362 per 100 thousand. Infant mortality rate was 7.56 per thousand and
pregnant women death rate was 0 per 100 thousand.
94 thousand people received the government
subsistence allowance. The fund budget of 475 million yuan
for the subsistence allowance was allocated, issuing 35.30 million yuan of subsidies. Medical assistance fund of over 100
million yuan were appropriated and more than 200
thousand people got the medical aid. A total of 3.9 thousand people were
compensated and subsidized by the country. 929 demobilized soldiers were
resettled.
There were 108 adoption institutions of
various types, 7,577 beds and 5,385 adoptees.
Ⅺ. Population, Living Conditions and
Social Security
By the end of 2013, the total
number of the XPCG population reached 2,701,400,
an increase of 2.0 percent over the previous
year. Of this total, male
population totaled 1.42 million and female population numbered 1.28 million. The sex ratio was 111.3(female=100). The year 2013 saw
15,300 births, a crude birth rate of 5.7 per thousand, and 13,200 deaths, or a
crude death rate of 4.9 per thousand. The natural growth rate was 0.79 per
thousand.
The annual per capita
disposable income of urban households in XPCG was 23,138 yuan,
up by 17.8 percent over the previous year, or a real increase of 13.5 percent
when price factors were deducted. The annual per capita net income of farm
households was 14,313 yuan, up by 18.2 percent, or a
real increase of 13.5 percent when price factors were deducted.
The total wages of workers on the job were
35.835 billion yuan, up 25.0 percent over the
previous year. The annual per capita wage of workers on the job was 44,043 yuan, an increase of 6,818 yuan
over the previous year, up 17.4 percent.
At the end of 2013, a total of 1.5041
million people participated in basic pension program for staff and workers and
0.132 million people participated in social pension insurance program for
residents. A total of 2.2648 million people participated in basic health
insurance program, of whom 1.2894 million people participated in basic health
insurance program for staff and workers and 0.9754 million people participated
in basic health insurance program for residents. A total of 0.6637 million
people participated in unemployment insurance program, 0.6962 million people in
work accident insurance and 0.6591 million people in maternity insurance
program.
1,814 cases of labor security supervision
were received and 1,792 cases were settled, with a settlement rate of 98.8
percent. 42 cases of administrative reconsideration were received, 42 cases
were settled, with a settlement rate of 100 percent. 1,660 cases of labor
dispute were received, of which 906 cases were mediated and 754 cases were
handled, with a settlement rate of 95.8 percent.
Ⅻ. Resources, Environment and Work Safety
By the end of 2013, the number
of reservoirs was 135, of which the number of large reservoirs (2) was 11, that
of medium-sized reservoirs was 32, and that of small-sized reservoirs (1) was
81. The number of hydropower stations was 92, of which the number of
medium-sized hydropower stations was 2, that of small-sized hydropower stations
(1) was 11, and that of small-sized hydropower stations (2) was 79. The number
of completed pump stations (including head controls of water-saving projects)
was 3,077. The number of completed sluices was 5,997. The number of completed
central water supply projects in rural areas was 1,111. The number of completed
electric wells was 28,292 (shallow ground water). Of this total, the number of
electric wells above the designated size was 18,767 and that of electric wells
below the designated size was 9,525. The number of irrigation districts with
over 2 thousand mu was 109, of which that with over 500 thousand mu was 12,
that with 300-500 thousand mu was 13, that with 100-300 thousand mu was 23,
that with 50-100 thousand mu was 23, that with 10-50 thousand mu was 25, and
that with 2-10 thousand mu was 13. The canal (main, branch, lateral) length of

The water supply volume of
water conservancy projects was 12.322 billion cubic meters. Grouped by the
project type, water supply of reservoir projects was 125 million cubic meters,
that of the sluice projects of rivers and lakes was 9.794 billion cubic meters,
that of pump stations of rivers and lakes was 68 million cubic meters, that of
electric wells was 2.331 billion cubic meters, and that of other projects was
400 cubic meters. Grouped by the water purpose (inside the regions), the water
supply volume for agriculture was 11.139 billion cubic meters, that for
industry was 191 million cubic meters, that for urban life was 85 million cubic
meters, that for rural life was 82 million cubic meters, that for ecological
environment was 530 million cubic meters, that for other purposes was 102
million cubic meters, and that for outside regions was 193 million cubic
meters.
The total irrigation area was
1,495.3 thousand hectares, of which that for cultivated land was 1,111.1thousand hectares, that for
woodland was 172.3 thousand
hectares, that for horticulture was 176.4 thousand hectares, and that for
forage was 14.2 thousand hectares. The water-saving irrigation area
was 1,085.6 thousand hectares. Grouped by the
water-saving methods, the sprinkling area was 14.8 thousand hectares,
the micro-irrigation area was 984.9 thousand hectares, low pressure pipeline
irrigation area was 2.6 thousand hectares, and canal seepage
control water-saving area was 83.3 thousand hectares.
104.5thousand mu of land for
construction were approved and 93.1 thousand mu of land were supplied. The land
transfer contract value was 6.424 billion yuan.
In 2013, the comprehensive
energy consumption by industrial enterprises above the designated size amounted
to 20.6020 million tons of standard coal equivalent, up 31.9 percent over the
previous year. Of this total, the consumption of coal was 31.5274 million tons,
up 49.4 percent; gasoline 4.1 thousand tons, up 1.2 percent; diesel 45.3
thousand tons, up 29.1 percent; natural gas 189.51 million cubic meters, up
206.8 percent; electric power 42.314 billion kilowatt hours, up 34.6 percent;
and heat power 26.7232 million kilojoules, up 118.6 percent.
The COD pollution emission was
98.6 thousand tons, down 1.09 percent over the previous year; ammonia nitrogen emission was 5.3 thousand tons, down 0.06 percent; sulfur dioxide emission was 15.4 thousand tons, up 15.65 percent,
and nitrogen oxide emission was 132.7 thousand tons, up 15.67 percent.
There were 17 death accidents
in industrial, mining and trade enterprises, with 26 death tolls, the same
level as that over the previous year. The death toll from work accidents every
100 million yuan worth of GDP was 0.018 person. Work
accidents in industrial, mining and trade enterprises caused 1.39 deaths out of
every 100 thousand employees. The death toll for producing one million tons of
coal in coal mines was 0.59 person.
