2020年是极不平凡的一年。面对复杂的国内外环境,特别是受突如其来的新冠肺炎疫情严重冲击,兵团上下坚持以习近平新时代中国特色社会主义思想为指导,坚决贯彻落实党的十九大和十九届二中、三中、四中、五中全会精神,坚决贯彻落实中央经济工作会议和第三次中央新疆工作座谈会精神,全面贯彻新时代党的治疆方略,牢牢扭住新疆工作总目标,聚焦兵团职责使命,坚决贯彻落实党中央关于兵团深化改革决策部署,坚持稳中求进工作总基调,深入贯彻新发展理念,统筹疫情防控和经济社会发展,扎实做好“六稳”工作,全面落实“六保”任务,经济运行逐季向好、好于预期。
一、综 合
全年兵团生产总值2905.14亿元,比上年增长4.5%。其中第一产业增加值673.77亿元,增长6.4%;第二产业增加值1026.60亿元,增长7.5%;第三产业增加值1204.77亿元,增长0.5%。第一产业增加值占生产总值的比重为23.2%,第二产业增加值占生产总值的比重为35.3%,第三产业增加值占生产总值的比重为41.5%。
全年兵团城镇新增就业8.36万人。城镇登记失业率为2.65%。全年兵团完成各类职业技能培训17.3万人(次)。引进外国专家项目6项,引进专家11人(次)。
全年新疆居民消费价格比上年上涨1.5%,其中食品烟酒价格上涨4.5%,居住价格上涨2.1%。新疆农业生产资料价格上涨6.2%。
全年兵团工业生产者出厂价格比上年上涨0.1%。工业生产者购进价格下降1.3%。兵团农产品生产者价格上涨4.1%。

全年兵团新增玛滩镇、塔门镇、梨花镇、昌安镇、塔南镇、新开岭镇、河畔镇、高桥镇、天湖镇、开泽镇、米兰镇、金山镇、南屯镇、永安镇、海安镇、唐驿镇、金胡杨镇、金梁镇、金屯镇和迎宾街道办事处、天骄街道办事处、龙疆街道办事处、军垦街道办事处,共计19个建制镇、4个街道办事处。年末兵团管理的自治区直辖县级市10个、建制镇56个、街道办事处19个。
供给侧结构性改革继续深化。年末兵团规模以上工业企业资产负债率为63.7%,比上年末下降0.3个百分点。全年兵团教育、水利环境和公共设施管理业固定资产投资(不含农户)分别比上年增长95.8%和57.2%。“放管服”改革持续深化,微观主体活力不断增强。全年兵团新登记市场主体34906户,日均登记96户,年末兵团市场主体总数达179730户,比上年末增长19.3%。
兵团全力防范化解政府债务风险,截至年末,累计发行588.7亿元政府债券对兵团深化改革前的历史存量政府债务进行置换。全年发行政府新增债券152亿元。
脱贫攻坚战取得全面胜利,消除了绝对贫困。全年兵团贫困人口人均纯收入12556元,比2019年增加2606元,增长26.1%。全面消除6000元以下的脱贫不稳定户和边缘易致贫户。贫困人口基本医疗保险、大病保险参保率达到100%。全面实现“两不愁三保障”。
节能降耗成效明显。全年兵团规模以上工业综合能源消费量比上年下降1.5%,降幅比上年收窄2.7个百分点。规模以上工业电力生产中,水电、风电、太阳能等清洁能源产量所占比重为10.3%,比上年提高0.7个百分点。
新动能保持较快发展。全年规模以上工业中,战略性新兴产业增加值比上年增长24.1%。高技术制造业增加值增长51.9%。装备制造业增加值增长29.1%。全年限额以上商品零售中,通过公共网络实现的商品销售额1.62亿元,比上年增长33.7%。
二、农 业
全年农作物播种面积1415.27千公顷(2122.91万亩),比上年增长2.2%。其中粮食面积259.9千公顷(389.84万亩),增长12.7%;棉花面积865.31千公顷(1297.97万亩),下降0.4%;油料面积59.77千公顷(89.66万亩),下降13.0%;甜菜面积16.41千公顷(24.62万亩),下降8.4%;蔬菜面积(含菜用瓜)65.72千公顷(98.58万亩),增长8.7%,园林水果面积190.92千公顷(286.38万亩),下降3.1%。
农作物精量半精量播种面积1222.24千公顷(1833.36万亩),比上年增长2.27%。其中棉花精量播种面积860.89千公顷(1291.34万亩),增长2.1%。
全年粮食产量241.44万吨,比上年增长4.8%;棉花产量213.41万吨,增长5.2%(棉花产量占全国的36.1%,占自治区的41.4%);油料产量23.87万吨,下降8.9%;甜菜产量146.89万吨,下降1.0%;蔬菜产量481.3万吨,增长15.4%,其中工业用番茄201.03万吨,增长30.2%。
年末猪牛羊存栏648.47万头(只),比上年增长2.0%。其中牛52.58万头,增长0.2%;猪229.63万头,增长29.5%;羊366.26万只,下降9.8%。年内猪牛羊出栏928.6万头(只),比上年下降1.8%。全年猪牛羊禽肉类总产量48.87万吨,比上年增长1.6%。禽蛋产量15.06万吨,比上年增长5.9%。牛奶产量73.82万吨,比上年下降4.8%。
全年水果产量464.95万吨,比上年增长9.3%。其中红枣208.06万吨,增长3.9%;葡萄85.76万吨,增长1.5%;香梨51.97万吨,增长33.9%;苹果78.53万吨,增长14.3%。全年核桃产量5.20万吨,比上年增长9.7%。
全年水产品产量6.11万吨,比上年增长13.4%。
种植业耕种收综合机械化率95.2%。采棉机2760台,机采棉面积786.67千公顷(1180万亩),棉花机采率90.9%。
全年畜禽粪污综合利用率86.36%,规模养殖场粪污处理设施装备配套率98.51%,大型规模养殖场粪污处理设施装备配套率100%。
年末国家级兵团级农业产业化重点龙头企业107家。其中国家级18家,兵团级89家。销售收入(交易额)超50亿元的有6家,超30亿元有9家,超10亿元有20家。已创建2个国家级现代农业产业园、5个全国农业产业强镇、1个优势特色产业集群,累计创建50个全国“一村一品”示范村镇。
三、工业和建筑业
全年工业增加值705.04亿元,比上年增长7.5%。规模以上工业增加值增长7.7%。在规模以上工业企业中,分经济类型看,国有控股企业增加值增长6.1%;股份制企业增长5.6%,外商及港澳台商投资企业增长75.5%;私营企业增长6.6%。分门类看,采矿业下降2.1%,制造业增长6.9%,电力、热力、燃气及水生产和供应业增长11.6%。分轻重工业看,轻工业增长4.8%,重工业增长8.9%。
全年规模以上工业中,煤炭开采和洗选业增加值比上年下降6.6%,农副食品加工业增长7.0%,食品制造业增长13.6%,酒饮料和精制茶制造业下降15.6%,纺织业增长12.8%,石油、煤炭及其他燃料加工业增长15.6%,化学原料及化学制品制造业增长2.6%,非金属矿物制品业增长13.1%,黑色金属冶炼和压延加工业增长8.4%,有色金属冶炼及压延加工业下降0.2%,电力、热力生产和供应业增长12.6%。六大高耗能行业增加值比上年增长8.5%,占规模以上工业增加值的比重为63.6%。

全年规模以上工业企业产品销售率94.1%;完成工业品出口交货值25.38亿元,比上年下降19.4%。
全年规模以上工业企业利润145.77亿元,比上年增长52.0%。分经济类型看,国有控股企业利润12.63亿元,比上年由亏转盈;股份制企业129.61亿元,增长39.1%,外商及港澳台商投资企业14.81亿元,增长12.7倍;私营企业89.66亿元,增长31.3%。分门类看,采矿业利润亏损1.43亿元,比上年增亏0.95亿元;制造业124.66亿元,比上年增长39.4%;电力、热力、燃气及水生产和供应业22.54亿元,增长2.3倍。全年规模以上工业企业每百元营业收入中的成本为84.63元,比上年减少1.50元;营业收入利润率为6.72%,提高2.20个百分点。
年末兵团共有各类开发区22个,其中国家级经济技术开发区3个,国家级高新技术产业开发区1个,国家级经济开发区兵团分区2个,兵团级工业园区15个,准东产业园区1个。
全年全社会建筑业增加值321.91亿元,比上年增长7.5%。资质内建筑业企业中,各类建筑施工单位签订合同额1889.57亿元,比上年增长16.1%。
四、服务业
全年批发和零售业增加值225.19亿元,比上年下降1.9%;交通运输、仓储和邮政业增加值87.51亿元,下降14.5%;住宿和餐饮业增加值49.36亿元,下降17.5%;金融业增加值147.03亿元,增长7.5%;房地产业增加值80.43亿元,增长1.4%;其他服务业增加值573.16亿元,增长5.5%。全年规模以上服务业企业营业收入比上年增长15.8%,营业利润比上年下降13.1%。
年末兵团公路通达里程38137公里。其中一级537公里,二级6005公里,三级5759公里,四级13447公里,等外级12388公里。全年新改建二级以上公路
年末兵团辖区内经营性道路客运车辆1021辆,经营性道路货运车辆21382辆。
年末新疆通用航空有限责任公司执管飞机42架。全年总飞行时间4153小时,起落4602架次。其中用于农林牧业飞行1962小时,作业处理土地面积43.

五、国内贸易
全年社会消费品零售总额699.33亿元,比上年下降10.7%。按经营地统计,城镇消费品零售额612.85亿元,比上年下降12.0%;乡村(连队)零售额86.48亿元,下降0.8%。按消费类型统计,商品零售额561.35亿元,比上年下降10.2%;餐饮收入额137.98亿元,下降12.8%。
在限额以上单位(企业)商品零售额中,粮油食品零售额比上年下降6.8%,饮料类下降21.6%,烟酒类增长3.1%,服装、鞋帽、针纺织品类下降23.3%,化妆品类增长6.8%,金银珠宝类下降34.5%,日用品类下降7.6%,家用电器和音像器材类下降29.4%,中西药品类下降6.1%,文化办公用品类下降19.1%,家具类增长1.2%,建筑及装潢材料类下降1.2%,汽车类增长3.8%,石油及制品类下降11.4%。
六、固定资产投资
全年固定资产投资(不含农户)比上年增长22.4%,其中民间投资增长23.6%。分产业看,第一产业投资比上年增长87.1%;第二产业投资增长11.4%;第三产业投资增长26.2%。分领域看,基础设施投资增长36.7%,民生投资增长25.6%,六大高耗能行业投资增长2.0%。
全年工业投资比上年增长11.3%。其中制造业投资比上年下降5.1%;电力、热力、燃气及水的生产和供应业投资增长55.8%。全年交通运输、仓储和邮政业投资增长13.1%。
全年房地产开发投资149.24亿元,比上年增长3.0%。商品房销售面积336.54万平方米,比上年下降4.5%。其中住宅300.98万平方米,比上年增长4.9%。年末商品房待售面积357.68万平方米,比上年增长59.7%。商品房销售额170.80亿元,下降2.5%。
全年实施棚户区改造5532户。实施农户危房改造5000户,其中实施城镇老旧小区改造53个。
固定资产投资资金来源(计划投资5000万元以上项目)总额833.4亿元,比上年增长35.9%。其中本年资金816.58亿元,比上年增长38.6%。本年资金来源中,国家预算内资金278.15亿元,比上年增长145.3%;国内贷款50.57亿元,增长32.7%;自筹资金409.58亿元,增长5.2%;其他资金36.7亿元,增长32.6%。

全年实施招商引资项目2096个,形成实物量786.2亿元。其中新建项目1543个,形成实物量458.3亿元;工业项目942个,形成实物量431.1亿元;团场实施招商引资项目1127个,形成实物量294.6亿元;实施招商引资重大项目89个,形成实物量228.1亿元。
兵团与13个援疆省市进行产业合作,全年287个援疆项目开工,计划总投资32.4亿元,其中援疆资金25.3亿元,累计完成投资26.8亿元,到位援疆资金25.3亿元。
七、财政金融
全年兵团公共财政预算收入预计完成1357.45亿元,比上年增长2.1%。其中一般公共预算收入153.28亿元,比上年增长7.1%。全年兵团实际完成地方税收收入91.64亿元,增长0.9%。全年兵团一般公共预算支出1166.80亿元,增长0.7%。
年末兵团辖区社会融资规模3667.25亿元,同比增长9.05%,高于上年同期6.21个百分点;各项存款余额3820.76亿元,比年初增加555.03亿元,增长17%,高于上年同期5.7个百分点,高于自治区10.56个百分点。其中个人存款余额比年初增加489.67亿元,同比多增385亿元;单位存款比年初增加64.94亿元(不含财政性存款和其他存款),同比少增22.58亿元。兵团辖区各项贷款余额3082.84亿元,比年初增加404.30亿元,增长15.09%,高于上年同期10.79个百分点,高于自治区3.49个百分点。其中个人贷款余额比年初增加67.19亿元,同比少增32.51亿元;单位贷款余额比年初增加299.28亿元(不含票据融资),同比多增290.64亿元。民营企业贷款余额1093.95亿元,比年初增长26.24%;国有及国有控股企业贷款余额1276.9亿元,增长5.09%;小微企业贷款余额548.01亿元,增长13.02%。兵团农户小额贷款投放共计181.31亿元,其中兵团职工身份地投放贷款84.38亿元。
兵团存贷比为80.69%,不良贷款余额35.64亿元,比年初增加5.58亿元,不良率1.16%。
年末农业银行兵团分行各项本外币存款余额1487.46亿元,比年初增长5.68%。其中个人存款余额799.81亿元,比年初增长16.12%;单位存款余额681.89亿元,比年初下降4.43%;同业存款余额5.76亿元,比年初增长10.58%。年末本外币各项贷款余额725.77亿元,比年初增长12.02%。其中个人贷款余额152.46亿元,比年初增长19.86%;单位贷款余额467.3亿元,比年初增长9.49%;贸易融资58.16亿元,比年初增长11.65%;贴现及转贴现净值47.85亿元,增长14.36%。
八、居民收入消费和社会保障
全年兵团居民人均可支配收入34435元,比上年增长3.1%,扣除价格因素,实际增长1.6%。按常住地分,城镇居民人均可支配收入40931元,比上年增长0.5%,扣除价格因素,实际下降0.8%;连队居民人均可支配收入24516元,比上年增长11.5%,扣除价格因素,实际增长9.3%。
全年兵团居民人均消费支出19875元,比上年下降7.5%。按常住地分,城镇居民人均消费支出20867元,比上年下降14.1%;连队居民人均消费支出18359元,增长7.3%。居民家庭恩格尔系数为32.0%,比全国水平高1.8个百分点,其中城镇为32.2%,连队为31.7%。
年末兵团参加基本养老保险人数199.96万人,比上年增加4.34万人,其中参加城镇职工基本养老保险人数180.55万人,增加3.61万人;参加城乡居民基本养老保险人数19.41万人,增加0.73万人。城乡居民基本养老保险基础养老金标准人均月提高至145元,机关事业单位和企业退休人员养老金待遇人均月提高192元。参加基本医疗保险人数258.13万人,比上年增加3.1万人,增长1.22%。其中参加职工基本医疗保险人数145.92万人,比上年增加2.88万人,增长2.01%;参加城乡居民基本医疗保险人数112.21万人,比上年增加0.22万人,增长0.2%;参加生育保险人数72.39万人,比上年增加1.67万人,增长2.36%。发放医疗救助资金4389.32万元。贫困人员基本医疗保险、大病保险参保率已达到100%,贫困参保居民基本医疗保险政策范围内住院费用基金支付比例达到79%,贫困人员政策范围内个人自付住院费用医疗救助比例达到70%以上。为抗击新冠肺炎疫情,累计向收治新冠肺炎患者的定点医院预付5187万元,结算新冠肺炎患者医疗费193.81万元,医保基金支付比例达73.60%。参加失业保险人数70.17万人,比上年增加1.22万人。年末领取失业保险金人数1.31万人。参加工伤保险人数83.76万人,比上年减少1.66万人。全年兵团发放低保资金2.67亿元,月均4.27万人享受最低生活保障;发放临时救助资金1.28亿元,22.34万人(次)得到临时救助;发放特困人员救助供养资金1856万元,月均1343名特困人员得到救助供养;全年发放80周岁以上老年人高龄津贴6451.9万元,为9万名80周岁以上老年人发放生活补贴;全年发放困难残疾人生活补贴和重度残疾人护理补贴4812.76万元,惠及全兵团困难残疾人和重度残疾人共计3.07万人。
全年为9512家企业减免养老、失业、工伤三项社会保险费13.97亿元,为85家企业缓缴社会保险费6112万元,为5474户企业发放稳岗返还1.69亿元,为1012户企业拨付社会保险补贴1.66亿元。为5.45万名灵活就业人员拨付社会保险补贴3.32亿元,为728名高校毕业生、贫困劳动力发放一次性创业补贴、房租补贴1090.78万元。
全年吸纳7626名内地高校毕业生到兵团就业,帮扶2454名返回兵团的离校未就业毕业生就业。吸纳3.9万名内地新引进劳动力实现就业。帮助0.79万名就业困难人员实现就业。帮扶4722名贫困劳动力转移就业。
全年受理劳动人事争议案件3591件,仲裁结案率97.03%,调解成功率66.11%。受理劳动保障监察机构立案307起,结案307起,结案率100%,为1.3万名劳动者追发工资1.75亿元。受理行政复议案件24件,纠错率37.5%;出庭应诉11起案件,胜诉率91%。
九、科学技术和教育
年末兵团共有师市以上部门所属研究与技术开发机构17个。全年兵团争取各类国家科技计划项目批准立项190项,国拨经费到位资金1.36亿元;兵团本级科技计划项目324项,兵团本级财政科技拨款1.9亿元。
年末共有国家级高新技术产业开发区1个,国家火炬特色产业基地1个,高新技术企业88家,科技型中小企业71家,工程技术研究中心31家,产业技术创新战略联盟9家,科技中介服务机构26家。建设兵团级众创空间45家(14家通过国家备案)、30家星创天地(30家通过国家备案);科技企业孵化器10家(5家国家级)。
全年新增自治区认定企业技术中心7家。截至年底,累计认定国家地方联合工程研究中心(实验室)22个,国家级企业技术中心7家,自治区级企业技术中心64家,兵团工程研究中心(实验室)15家。
全年专利申请量2670件,比上年增长31.2%;专利授权量1570件,其中发明专利146件,增长17.74%。
年末共有检验检测机构127家。已建成国家农业综合标准化示范区68个,国家级服务业标准化示范区4个,新批准国家级农业标准化示范区3个。累计有中国驰名商标12件,获批“全国质量强市示范城市”1家。
年末兵团有各级各类学校635所。在校学生54.96万人,教职工4.95万人,专任教师3.83万人。
高等教育院校11所,在校生9.1万人,教职工0.58万人,专任教师0.43万人,其中研究生指导教师0.16万人。中等职业技术学校22所(高校附设中职班5个),其中中等技术学校19所,中等师范学校2所,成人中等专业学校1所。在校生2.99万人,教职工0.13万人,专任教师0.09万人。普通高中46所,其中完全中学13所,高级中学18所,十二年一贯制学校15所。在校生5.75万人,教职工0.53万人,专任教师0.45万人,学历达标率99.51%。兵团有义务段学校236所(完全小学41所,初级中学9所,九年一贯制学校186个,十二年一贯制学校义务部15个),在校生28.48万人,教职工2.73万人,专任教师2.33万人,学历达标率100%。幼儿园319所,在园幼儿8.64万人,教职工0.97万人,专任教师0.51万人。特殊教育学校1所,在校生93人,教职工39人,专任教师33人。
九年义务教育巩固率99.02%;小学学龄儿童净入学率100%;初中学龄人口毛入学率112.15%;少数民族中小学及幼儿园国家通用语言文字教学覆盖率100%。

年末兵团共有专业文艺团体9个,其中兵团直属4个、师市5个,从业人员567人。各级共有博物馆、纪念馆81座、图书馆52座、美术馆3座。已建成1个兵团文化中心、14个师市综合文化活动中心、190个团场综合文化活动中心和1230个连队综合文化活动室。年末广播节目综合人口覆盖率为98.8%,电视节目综合人口覆盖率为99.7%,有线电视入户率达到70.0%。全年兵团规模以上文化及相关产业企业营业收入25.19亿元,按可比口径计算,比上年下降38.8%。
年末兵团共有旅游企业450家,其中旅行社166家,旅游集团公司6家,星级旅游饭店62家(四星级12家、三星级37家、在乌17家);A级旅游景区61个(
全年旅游接待总人次2279.50万人次,比上年下降32.7%。实现旅游总收入81.79亿元,比上年下降60.5%。接待游客人数和旅游收入分别占自治区的14.6%和8.1%。
年末兵团共有各类卫生机构1108个(含营利性卫生机构),其中医院206家,门诊部11个,社区卫生服务中心23个,社区卫生服务站91个,诊所、卫生所、医务室733个,疾病预防控制中心(防疫站)47个。各类卫生技术人员27503人,其中执业医师和执业助理医师10059人,注册护士12584人。医疗卫生机构床位22373张。甲乙类传染病报告发病率159.34/10万。
全年兵团疫情防控工作取得重要阶段性成果。截至2020年
年末兵团共有养老机构和养老设施255个,总床位数17688张。其中已运营的养老机构109家,已运营的社区老年人日间照料中心39家,已运营的养老机构收养老人7700人。
全年新增体育场地261个,新增体育场地面积30.15万平方米。年末共有体育场地6793个,体育场地面积742.61万平方米,人均体育场地面积

全年兵团批准新增建设用地7.
全年完成造林面积16.57千公顷(24.86万亩),比上年增长6.9%。其中人工造林8.35千公顷(12.53万亩),封沙育林8.22千公顷(12.33万亩)。完成村庄(连队)绿化0.67千公顷(1.0万亩)。新增沙化土地治理55.87千公顷(83.8万亩)。
现有兵团级(省级)湿地自然保护区4个,总面积1003.45平方公里,分别是三师图木舒克市叶尔羌河中下游湿地自然保护区、六师五家渠市青格达湖湿地自然保护区、七师胡杨河市奎屯河流域湿地自然保护区和八师石河子市玛纳斯河流域中上游湿地自然保护区。全年6条河流11个断面、11座湖库30个点位及10个城市集中式饮用水水源地水质总体保持稳定。
全年规模以上工业企业综合能源消费量3216.99万吨标准煤,比上年下降1.5%。煤炭消费量5272.05万吨,比上年下降3.2%,电力消费量760.61亿千瓦小时,比上年增长1.5%。原煤消费量占能源消费总量的66.3%,比上年下降3.5个百分点。六大高耗能行业综合能源消费量占规模以上工业综合能源消费量的94.6%,上升2.6个百分点。
全年兵团二氧化硫、氮氧化物、化学需氧量、氨氮排放量比2015年分别下降18.0%、15.1%、2.9%、5.7%,重点工程比2015年分别减排1.9万吨、1.4万吨、1.6万吨、0.2万吨,均按期完成了国家下达兵团的“十三五”主要污染物减排约束性指标。
纳入全国337个城市考核的六师五家渠市全年空气平均优良天数比例73.8%,比上年提高3.7个百分点,细颗粒物(PM2.5)平均浓度63微克/立方米,比上年持平;八师石河子市空气平均优良天数比例77.2%,比上年提高7.9个百分点,细颗粒物(PM2.5)平均浓度56微克/立方米,比上年下降9.7%。
年末兵团城市安全饮水普及率、燃气普及率、污水集中处理率、生活垃圾无害化处理率、集中供热普及率全部达到95%以上,兵团90%以上连队建立生活垃圾收运处置体系。
全年各类自然灾害造成197.40千公顷(296.1万亩)农作物受灾,其中绝收面积3.

The year
of 2020 was an extraordinary year. Faced with complicated environments both at
home and abroad, and severe impact of a sudden COVID-19 epidemic in particular,
under the guidance of Xi Jinping Thought on Socialism with Chinese
Characteristics for a New Era, the Xinjiang Production and Construction Corps
(Hereinafter referred to as the XPCC) resolutely implemented the spirit of the
19th National Congress of the CPC and the second, third, fourth and fifth
plenary sessions of the 19th Central Committee of the CPC, firmly carried out
the spirit of the central economic work conference and the third central
symposium on work related to Xinjiang, fully implemented the Party’s the
guidelines of governing Xinjiang in the new era, firmly kept to the
overall objectives on work related to Xinjiang, focused on the responsibility
and mission of the XPCC, stoutly put into place the decisions and arrangements
of the CPC Central Committee on deepening reform of the XPCC, adhered to the
general working guideline of making progress while maintaining stability,
thoroughly implemented the new development philosophy, and coordinated efforts
to advance both the epidemic prevention and control and economic and social
development. The XPCC took solid steps to stabilize employment, financial
operation, foreign trade, foreign investment, domestic investment and market
expectations (six areas), and fully safeguarded employment, basic living needs,
operation of market entities, food and energy security, stable industrial and
supply chains and the normal functioning of primary-level governments (six
fronts). As a result, the economic operation improved quarter by quarter and
was better than expected.
Ⅰ. General Outlook
The gross
domestic product (GDP) in 2020 was 290.514 billion yuan, up by 4.5 percent over
the previous year. Of this total, the value added of the primary industry was
67.377 billion yuan, up by 6.4 percent; that of the secondary industry was
102.660 billion yuan, up by 7.5 percent; and that of the tertiary industry was
120.477 billion yuan, up by 0.5 percent. The value added of the primary
industry accounted for 23.2 percent of the GDP, that of the secondary industry
accounted for 35.3 percent, and that of the tertiary industry accounted for
41.5 percent.
The newly
increased employed people in urban areas numbered 83.6 thousand. The registered
urban unemployment rate was 2.65 percent. 173 thousand persons received various
vocational skill training. 6 foreign expertise projects were carried out and 11
experts were brought in.
The consumer
prices in Xinjiang went up by 1.5 percent over the previous year. Of this
total, the prices for food, tobacco and liquor increased by 4.5 percent, and
the prices for residence went up by 2.1 percent. The prices for means of
agricultural production in Xinjiang were up by 6.2 percent.
The
producer prices for industrial products in the XPCC increased by 0.1 percent
over the previous year. The purchasing prices for industrial producers went
down by 1.3 percent. The producer prices for farm products in the XPCC
increased by 4.1 percent.

A total
of 19 designated towns of Matan, Tamen, Lihua, Chang’an, Tanan, Xinkailing, Heban, Gaoqiao, Tianhu, Kaizhe, Milan, Jinshan, Nantun, Yong’an, Hai’an, Tangyi, Jinhuyang, Jinliang and Jintun, and 4 sub-district offices of Yingbin,
Tianjiao, Longjiang and Junken were newly added in 2020. By the end of 2020, There were 10 municipalities at the county level directly
under the autonomous region, 56 designated towns and 19 sub-district offices
administered by the XPCC.
The
supply-side structural reform was further pushed forward. The asset-liability
ratio of the industrial enterprises above the designated size at the end of
2020 was 63.7 percent, 0.3 percentage points less than that at the end of the
previous year.In 2020, the
fixed assets investment (excluding rural households) in education, water
conservancy environment and public facilities management increased by 95.8
percent and 57.2 percent respectively compared with 2019. Reforms of
streamlining administration and delegating power, improving regulation, and upgrading
services continued to deepen and the vitality of micro entities kept improving.
In 2020, the number of newly registered market entities were 34,906, with 96
newly registered per day on average. By the end of 2020, the market entities in
the XPCC totaled 179,730, an increase of 19.3 percent over that at the end of
2019.
An
all-out effort was made to forestall and defuse government debt risks. By the
end of 2020, a total of 58.87 billion yuan of government bonds were issued to
replace the historical stock of government bonds before the XPCC deepened its
reform. 15.2 billion yuan of new government bonds were issued in 2020.
A
complete victory was achieved in the battle fight against poverty and the
absolute poverty was eradicated. The per capita net income of impoverished
residents was 12,556 yuan, an increase of 2,606 yuan over that of 2019, up by
26.1 percent. All unstable households who shook off poverty and marginal
households prone to poverty with less than 6,000 yuan were eliminated. The
coverage of basic medical insurance and serious disease insurance for poor
residents reached 100 percent. The two assurances and three guarantees was realized entirely.
Outstanding
results were attained in energy conservation and consumption reduction.The comprehensive energy
consumption of industry above the designated size fell by 1.5 percent, 2.7
percentage points less than that of the previous year. Among industrial power
generation above the designated size, clean energy output from hydropower, wind
power and solar energy power accounted for 10.3 percent of the total, an
increase of 0.7 percentage points over the previous year.
The new
driving forces grew fast. The value added of the industrial strategic emerging
industries above the designated size grew by 24.1 percent over the previous
year. The value added of the high technology manufacturing industry went up by
51.9 percent, and that of the equipment manufacturing industry increased by
29.1 percent. Of the retail sales of goods above the designated size, 162 million
yuan was sold through public networks, an increase of 33.7 percent over the
previous year.
Ⅱ.
Agriculture
In 2020,
the sown area of crops was 1,415.27 thousand hectares (21.2291 million mu), up
by 2.2 percent over the previous year. Of this total, the sown area of grain
was 259.9 thousand hectares (3.8984 million mu), up by 12.7 percent; the sown
area of cotton was 865.31 thousand hectares (12.9797 million mu), down by 0.4
percent; the sown area of oil-bearing crops was 59.77 thousand hectares (896.6
thousand mu), down by 13.0 percent; the sown area of beetroot crop was 16.41
thousand hectares (246.2 thousand mu), down by 8.4 percent; the sown area of
vegetables (including table gourds) was 65.72 thousand hectares (985.8 thousand
mu), up by 8.7 percent; and the sown area of orchard fruits was 190.92 (2.8638
million mu), down by 3.1 percent.
The
precision and semi-precision sown area of crops was 1222.24 thousand hectares
(18.3336 million mu), up by 2.27 percent over the previous year. Of this total,
the precision sown area of cotton was 860.89 thousand hectares (12.9134 million
mu), up by 2.1 percent.
The total
output of grain in 2020 was 2.4144 million tons, up by 4.8 percent over the
previous year; that of cotton was 2.1341 million tons, up by 5.2 percent (The
cotton output accounted for 36.1 percent of the national total output and 41.4
percent of the total output of Xinjiang); that of oil-bearing crops was 238.7
thousand tons, down by 8.9 percent; that of beetroot was 1.4689 million tons,
down by 1.0 percent; and that of vegetable was 4.81.3 million tons, up by 15.4
percent, of which that of industrial tomato was 2.0103 million tons, up by 30.2
percent.
At the
end of 2020, the number of pigs, cattle and sheep on hand was 6.4847 million
heads, up by 2.0 percent over the previous year. Of this total, the number of
cattle was 525.89 thousand heads, up by 0.2 percent; that of pigs was 2.2963
million heads, up by 29.5 percent; that of sheep was 3.6626 million heads, down
by 9.8 percent. The number of slaughtered pigs, cattle and sheep was 9.286
million heads, down by 1.8 percent over the previous year. The total output of
pork, beef, mutton and poultry in 2020 reached 488.7 thousand tons, up by 1.6
percent over the previous year. The output of poultry eggs was 150.6 thousand
tons, up by 5.9 percent over the previous year. The production of milk was
738.2 thousand tons, down by 4.8 percent over the previous year.
The total
output of fruits in 2020 was 4.6495 million tons, up by 9.3 percent over the
previous year. Of this total, the output of jujube was 2.0806 million tons, up
by 3.9 percent; that of grape was 857.6 thousand tons, up by 1.5 percent; that
of fragrant pear was 519.7 thousand tons, up by 33.9 percent; that of apple was
785.3 thousand tons, up by 14.3 percent; and that of walnut was 52 thousand
tons, up by 9.7 percent over the previous year.
In 2020,
the total output of aquatic products was 61.1 thousand tons, up by 13.4 percent
over the previous year.
The
comprehensive mechanization rate in crop farming was 95.2 percent. There were
2,760 sets of cotton pickers. The area of cotton harvested by machines was
786.67 thousand hectares (11.8 million mu). The proportion of the cotton area
harvested by machines was 90.9 percent.
The
manure comprehensive utilization rate in livestock and poultry raising was
86.36 percent. The matching rate of the equipment of the manure treatment facilities
of scaled farms was 98.51 percent, and that of large-scale farms was 100
percent.
By the
end of 2020, the number of key leading enterprises of the agricultural
industrialization was 107 at the national and the XPCC levels, of which 18 were
at the national level and 89 at the XPCC level. The number of enterprises with
sales revenue of over 5 billion yuan was 6, that with sales revenue of over 3
billion yuan was 9, and that with sales revenue of over 1 billion yuan was 20.
There were two national modern agricultural industrial parks, 5 strong towns of
the national agricultural industry, one industrial cluster with local
characteristics and advantage, and a total of 50 national OTOP demonstration
villages and towns.
Ⅲ.
Industry and Construction
In 2020,
the total value added of the industrial sector was 70.504 billion yuan, up by
7.5 percent over the previous year. The value added of industrial enterprises
above the designated size increased by 7.7 percent. Of the industrial enterprises
above the designated size, in terms of ownership, the value added of the
state-holding enterprises grew by 6.1 percent, that of the share-holding
enterprises up by 5.6 percent, that of the enterprises by foreign investors and
investors from Hong Kong, Macao and Taiwan up by 75.5 percent, and that of
private enterprises up by 6.6 percent. In terms of sectors, the value added of
the mining industry was down by 2.1 percent, that of manufacturing up by 6.9
percent, and that of the production and supply of electricity, heat power, gas
and water up by 11.6 percent. Analyzed by light and heavy industries, the
growth of the light industry was 4.8 percent and that of the heavy industry was
8.9 percent.
In 2020,
of the industrial enterprises above the designated size, the value added for
the mining and washing of coal industry was down by 6.6 percent over the
previous year; for processing of food from agricultural and sideline products
up by 7.0 percent; for food manufacturing up by 13.6 percent; for liquor, beverage
and refined tea manufacturing down by 15.6 percent; for textile industry up by
12.8 percent; for petroleum, coal and other fuel processing industry up by 15.6
percent; for manufacture of raw chemical materials and chemical products up by
2.6 percent; for manufacture of non-metallic mineral products up by 13.1
percent; for smelting and pressing of ferrous metals up by 8.4 percent; for
smelting and pressing of non-ferrous metals down by 0.2 percent; and for
production and supply of electricity and heat power up by 12.6 percent. The
value added for the six major high energy consuming industries was up by 8.5
percent over the previous year, accounting for 63.6 percent of the value added
of industrial enterprises above the designated size.
By the
end of 2020, the installed power generation capacity above the designated size
was 21.38 million kilowatts, up by 7.4 percent over that at the end of 2019,
among which the installed thermal power generation capacity was 16.33 million
kilowatts, up by 7.3 percent over that at the end of 2019; the installed
hydropower generation capacity was 0.43 million kilowatts, up by 12.8 percent;
and the installed grid-connected wind power generation capacity was 1.93
million kilowatts, up by 11.5 percent.

The
product sales rate of industrial enterprises above the designated size was 94.1
percent; The export delivery value of industrial products reached 2.5388
billion yuan, down by 19.4 percent over the previous year.
In 2020,
the profits made by the industrial enterprises above the designated size were
14.577 billion yuan, up by 52.0 percent over the previous year. By types of
ownership, the profits of state-holding enterprises were 1.263 billion yuan,
turning loss into profit over the previous year; those of share-holding
enterprises were 12.961 billion yuan, up by 39.1 percent; those of enterprises
funded by foreign investors or investors from Hong Kong, Macao and Taiwan were
1.481 billion yuan, up by 12.7 times; and those of private enterprises were
8.966 billion yuan, up by 31.3 percent. In terms of different sectors, the
profits of mining industry were minus 143 million yuan, a loss increase of 95
million yuan over the previous year; those of manufacturing were 12.466 billion
yuan, up by 39.4 percent over the previous year; those of the production and
supply of electricity, heat power, gas and water were 2.254 billion yuan, up by
2.3 times. In 2020, the cost for per-hundred-yuan business revenue of the
industrial enterprise above the designated size was 84.63
yuan, 1.50 yuan less than that of 2019. The profit rate of the business
revenue was 6.72 percent, up by 2.20 percentage points.
By the
end of 2020, the number of various development zones was 22, of which there
were 3 national economic and technological development zones, one national
high-tech industrial development zone, 2 sub-zones of national economic
development zones. There were 15 industrial parks at the XPCC level and one Zhundong industrial park.
In 2020,
the value added of construction enterprises was 32.191 billion yuan, up by 7.5
percent over the previous year. Of construction enterprises qualified for
general contracts and specialized contracts, the contract value signed by
various construction enterprises was 188.957 billion yuan, up by 16.1 percent over
the previous year.
Ⅳ.
Service Sector
In 2020,
the value added of wholesale and retail trades was 22.519 billion yuan, down by
1.9 percent over the previous year; that of transport, storage and post was
8.751 billion yuan, down by 14.5 percent; that of hotels and catering services
was 4.936 billion yuan, down by 17.5 percent; that of financial intermediation
was 14.703 billion yuan, up by 7.5 percent; that of real estate was 8.043
billion yuan, up by 1.4 percent; and that of other service sector was 57.316
billion yuan, up by 5.5 percent. In 2020, the business revenue of service
enterprises above the designated size grew by 15.8 percent over the previous
year, and the operating profits decreased by 13.1 percent over the previous
year.
By the
end of 2020, the highway access length in the XPCC reached 38,137 kilometers.
Of this total, the length at the first class was 537 kilometers, that at the
second class was 6,005 kilometers, that at the third class was 5,759
kilometers, that at the fourth class was 13,447 kilometers, and that below the
class was 12,388 kilometers. The newly built and renovated highway length at
the second class or above stood at 1,044.2 kilometers and the newly built and
renovated highway length of access to villages was 801.5 kilometers.
By the
end of the year, there were 1,021 commercial road passenger vehicles and 21,382
commercial road freight vehicles under the XPCC jurisdiction.
The
number of airplanes of Xinjiang General Aviation Company Limited. reached 42 by
the end of 2020. The flying time totaled 4,153 hours, with 4,602 sorties. Of
this total, the flying time for agriculture, forestry and animal husbandry
stood at 1,962 hours, with the operational land area of 43.3 thousand hectares
(650 thousand mu); that for industry numbered 472 hours; that for business
flight amounted to 566 hours; and that for short transportation was 1,152
hours.
By the
end of 2020, the urban household coverage of the fixed broadband was 109.3
percent. The urban coverage of optical-fiber broadband and 4G network was 100
percent and the rural coverage was 99 percent. The number of 5G base stations
totaled 1,003.
Ⅴ.
Domestic Trade
In 2020,
the total retail sales of consumer goods reached 69.933 billion yuan, a
decrease of 10.7 percent over the previous year. An analysis on different areas
showed that the retail sales of consumer goods in urban areas stood at 61.2854
billion yuan, down by 12.0 percent over the previous year, and that in rural
areas reached 8.648 billion yuan, down by 0.8 percent. Grouped by consumption
patterns, the retail sales of commodities were 56.135 billion yuan, down by
10.2 percent over the previous year, and that of catering industry was 13.798
billion yuan, down by 12.8 percent.
Of the
total retail sales of commodities by enterprises above the designated size, the
year-on-year growth of sales for grain, oil and food went down by 6.8 percent
over the previous year; beverage down by 21.6 percent; tobacco and liquor up by
3.1 percent; clothes, shoes, hats and textiles down by 23.3 percent; cosmetics
up by 6.8 percent; gold, silver and jewelry down by 34.5 percent; daily
necessities down by 7.6 percent; household appliances and audio-video equipment
down by 29.4 percent; traditional Chinese and western medicines down by 6.1
percent, cultural and office appliances down by 19.1 percent; furniture up by
1.2 percent; building and decoration materials down by 1.2 percent; motor
vehicles up by 3.8 percent; and petroleum and petroleum products down by 11.4
percent.
Ⅵ. Investment
in Fixed Assets
The total
investment in fixed assets (excluding rural households) in 2020 was up by 22.4
percent over the previous year, of which private investment increased by 23.6
percent. By industry, the investment in the primary industry was up by 87.1
percent over the previous year; that in the secondary industry was up by 11.4
percent; and that in the tertiary industry was up by 26.2 percent. By domains,
the investment in infrastructure saw an increase of 36.7 percent, that in
people's livelihood rose by 25.6 percent, and that in the six major high energy
consuming industries grew by 2.0 percent.
In 2020,
the investment in industry was up by 11.3 percent over the previous year. Of
this total, the investment in manufacturing was down by 5.1 percent over the
previous year; that in production and supply of electricity, heat power, gas
and water was up by 55.8 percent. The investment in transport, storage and post
was up by 13.1 percent.
In 2020,
the investment in real estate development was 14.924 billion yuan, up by 3.0
percent over the previous year. The floor space of commercial buildings sold
was 3.3654 million square meters, down by 4.5 percent over the previous year.
Of this total, the floor space of residential buildings was 3.0098 million
square meters, up by 4.9 percent over the previous year. The floor space of
commercial buildings for sale was 3.5768 million square meters at the end of
2020, up by 59.7 percent over the previous year. The sale value of commercial
buildings was 17.08 billion yuan, down by 2.5 percent.
In 2020,
5,532 housing units in rundown urban areas were rebuilt. 5,000 dilapidated
houses in rural areas were rebuilt or renovated, including 53 old urban
communities.
The total
fund source of investment in fixed assets (projects with planned investment of
over 50 million yuan) was 83.34 billion yuan, up by 35.9 percent over previous
year. Of this total, the fund in 2020 was 81.658 billion yuan, up by 38.6
percent over the previous year. Among the fund source in 2020, the internal
budgetary fund from the state was 27.815 billion yuan, up by 145.3 percent over
the previous year; the domestic loan was 5.057 billion yuan, up by 32.7
percent; the self-raised fund was 40.958 billion yuan, up by 5.2 percent; and
other fund was 3.67 billion yuan, up by 32.6 percent.

The newly
increased fixed assets were 29.057 billion yuan, down by 29.4 percent over the
previous year.
A total
of 2,096 investment promotion projects were implemented, generating a total
value of 78.62 billion yuan in physical quantity. Among them, 1,543 projects were
newly started, generating a total value of 45.83 billion yuan in physical
quantity. 942 industrial projects generated a total value of 43.11 billion yuan
in physical quantity; Farms implemented 1,127 investment promotion projects,
generating a total value of 29.46 billion yuan in physical quantity; 89 major
investment promotion projects were implemented, generating a total value of
22.81 billion yuan in physical quantity.
The XPCC
conducted industrial cooperation with 13 pairing-assistance provinces and
municipalities. 287 pairing-assistance projects started to be constructed in
2020, with a total planned investment of 3.24 billion yuan. Of this total, the
pairing-assistance funds were 2.53 billion yuan, the accumulatively
accomplished investment totaled 2.68 billion yuan, and the actual
pairing-assistance funds stood at 2.53 billion yuan.
Ⅶ.
Finance and Financial Intermediation
The
public budget revenue was estimated to reach 135.745 billion yuan in 2020, up
by 2.1 percent over that of the previous year, of which the general public
budget revenue amounted to 15.328 billion yuan, up by 7.1 percent over that of
the previous year. The actual collection of local tax revenue totaled 9.164
billion yuan, up by 0.9 percent. The general public budget expenditure reached
116.68 billion yuan, up by 0.7 percent.
At the
end of 2020, the aggregate financing to the real economy under the jurisdiction
of the XPCC totaled 366.725 billion yuan, the year-on-year growth of 9.05
percent, and 6.21 percentage points higher than that of the same period in
2019. The savings deposit in all terms totaled 382.076 billion yuan at the end
of 2020, an increase of 55.503 billion yuan compared with that at the beginning
of the year, up by 17 percent, 5.7 percentage points higher than that of the
same period in 2019, and 10.56 percentage points higher than that of Xinjiang.
Of this total, personal savings deposit grew by 48.967 billion yuan compared
with that at the beginning of the year, a year-on-year increase of 3.85 billion
yuan; corporate savings deposit grew by 6.494 billion yuan (excluding financial
deposits and other deposits) compared with that at the beginning of the year, a
year-on-year decrease of 2.258 billion yuan. Loans in all terms under the
jurisdiction of the XPCC totaled 308.284 billion yuan, an
increase of 40.43 billion compared with that at the beginning of the year, up
by 15.09 percent, 10.97 percentage points higher than that of the same period
in 2019, and 3.49 percentage points higher than that of Xinjiang. Of this
total, personal loans grew by 6.719 billion yuan compared with that at the
beginning of the year, a year-on-year decrease of 3.251 billion; corporate
loans grew by 29.928 billion yuan (excluding bill financing) compared with that
at the beginning of the year, a year-on-year increase of 29.064 billion; loans
to private enterprises totaled 109.395 billion yuan, up by 26.24 percent
compared with that at the beginning of the year; loans to state-owned and
state-holding enterprises totaled 127.69 billion yuan, up by 5.09 percent; and
loans to small and micro enterprises totaled 54.801 billion yuan, up by 13.02
percent. Small loans to farmers totaled 18.131 billion yuan, of which 8.438
billion yuan were provided to employees of the XPCC for farmland purpose.
The loan-to-deposit
ratio was 80.69 percent. The non-performing loan balance was 3.564 billion
yuan, an increase of 558 million yuan compared with that at the beginning of
the year, with a non-performing ratio of 1.16 percent.
Savings
deposit in Renminbi and foreign currencies in all terms of the XPCC Branch of
Agricultural Bank of China totaled 148.746 billion yuan at the end of 2020, up
by 5.68 percent compared with that at the beginning of the
year. Of this total, personal savings deposit stood at 79.981 billion yuan,
up by 16.12 percent compared with that at the beginning of the year; corporate
savings deposit reached 68.189 billion yuan, down by 4.43 percent compared with
that at the beginning of the year; and the interbank deposit totaled 576
million yuan, up by 10.58 percent compared with that at the beginning of the
year. Loans in Renminbi and foreign currencies in all terms totaled 72.577
billion yuan by the end of 2020, up by 12.02 percent compared with that at the
beginning of the year. Of this total, personal loans reached 15.246 billion
yuan, up by 19.86 percent compared with that at the beginning of the year;
corporate loans amounted to 46.73 billion yuan, up by 9.49 percent compared
with that at the beginning of the year; trade financing stood at 5.816 billion
yuan, up by 11.65 percent compared with that at the beginning of the year; and
the net value of discount and rediscount reached 4.785 billion yuan, up by
14.36 percent.
Ⅷ.
Households Income and Consumption and Social Security
In 2020,
the per capita disposable income in the XPCC was 34,435 yuan, an increase of
3.1 percent over that of the previous year, or a real increase of 1.6 percent
after price factors were deducted. In terms of usual residence, the per capita
disposable income of urban households was 40,931 yuan, up by 0.5 percent over
that of 2019, or a real decrease of 0.8 percent after price factors were
deducted; and the per capita disposable income of rural households was 24,516
yuan, up by 11.5 percent over that of the previous year, or a real growth of
9.3 percent after price factors were deducted.
The per
capita consumption expenditure was 19,875 yuan, down by 7.5 percent over that
of the previous year. In terms of usual residence, the per capita consumption
expenditure of urban households was 20,867 yuan, down by 14.1 percent over that
of the previous year; and the per capita consumption expenditure of rural
households was 18,359 yuan, up by 7.3 percent. The Engel’s Coefficient stood at
32.0 percent, 1.8 percentage points higher than the national average, with that
of urban and rural households standing at 32.2 percent and 31.7 percent
respectively.
By the
end of 2020, a total of 1.9996 million people participated in basic endowment
insurance program, an increase of 43.4 thousand over that by the end of 2019.
Of this total, 1.8055 million people participated in basic endowment insurance
program for urban staff and workers, an increase of 36.1 thousand; and 194.1
thousand people participated in basic endowment insurance program for urban and
rural residents, an increase of 7.3 thousand. The basic pension standard of the
basic old-age insurance for urban and rural residents was raised to 145 yuan
per person per month, and pension benefits for retirees of government agencies,
public institutions and enterprises were increased by 192 yuan per person per
month. A total of 2.5813 million people participated in basic medical insurance
program, an increase of 31 thousand over that by the end of 2019, up by 1.22
percent. Of this total, 1.4592 million people participated in basic medical
insurance program for staff and workers, an increase of 28.8 thousand over that
by the end of 2019, up by 2.01 percent; and 1.1221 million people participated
in basic medical insurance program for urban and rural residents, an increase
of 2.2 thousand over that by the end of 2019, up by 0.2 percent. A total of
723.9 thousand people participated in maternity insurance programs, an increase
of 16.7 thousand over that by the end of 2019, up by 2.36 percent. A total of 43.8932
million yuan was allocated for medical assistance. The coverage of basic
medical insurance and serious disease insurance for the poor reached 100
percent. The proportion of hospitalization expenses paid with the fund within
the policy scope of the basic medical insurance for poverty-stricken residents
amounted to 79 percent, and that of their own hospitalization expenses paid
with the medical assistance within the policy scope for poverty-stricken
residents reached over 70 percent. In order to fight against the COVID-19
epidemic, a total of 51.87 million yuan was paid in advance to designated
hospitals for COVID-19 patients and 1.9381 million yuan of medical expenses for
COVID-19 patients were settled, with the medical insurance fund accounting for 73.60
percent of the total. A total of 701.7 thousand people participated
in unemployment insurance program, an increase of 12.2 thousand over that by
the end of 2019. Recipients of the unemployment insurance payment stood at 13.1
thousand by the end of 2020. A total of 837.6 thousand people participated
in work-related injury insurance, a decrease of 16.6 thousand over that by the
end of 2019. 267 million yuan of minimum living allowances were granted
and 42.7 thousand people received minimum living allowances on average per
month. 128 million yuan of temporary relief funds were allocated and 223.4
thousand people received temporary assistance. 18.56 million yuan of relief and
assistance funds were granted and 1,343 people living in extreme poverty received
relief and assistance on average per month. Old-age allowances for senior
residents at the age of 80 and over totaled 64.519 million yuan, with granting
to 90 thousand senior residents at the age of 80 and over. 48.1276 million
yuan of living allowances for disabled people in difficulty and nursing
subsidies for severely disabled people were granted, benefiting a total of 30.7
thousand disabled residents in difficulty and severely disabled residents.
In 2020,
a total of 1.397 billion yuan of social insurance premiums for pensions,
unemployment and work-related injuries for 9,512 enterprises were reduced or
exempted. 61.12 million yuan of social insurance premiums for 85 enterprises
were deferred; 169 million yuan of maintaining employment for 5,474 enterprises
were refunded; and 166 million yuan of social insurance subsidies for 1,012
enterprises were allocated. 332 million yuan of social security subsidies was
allocated for 54.5 thousand persons who had flexible employment and 10.9078
million yuan of the one-time start-up and rent subsidies were provided to 728
college graduates and impoverished labor force.
In 2020,
7,626 college graduates were recruited from the inland to get jobs in the XPCC,
and 2,454 unemployed graduates who returned to the XPCC were assisted to obtain
employment. A total of 39 thousand labor force were newly brought in from the
inland to be employed. 7.9 thousand people who had difficulty in finding jobs
were assisted to get jobs. 4,722 poverty-stricken persons of labour force were assisted for the transfer employment.
In 2020,
3,591 cases of labor and personnel dispute were accepted, with an arbitration
settlement rate of 97.03 percent and a mediation settlement rate of 66.11
percent. 307 cases filed by labor security supervision institutions were
accepted and 307 cases were settled, with a settlement rate of 100 percent,
recovering 175 million yuan in compensation for 13 thousand workers. 24 cases
of administrative reconsideration were accepted, with a rectification rate of
37.5 percent; and 11 cases were appeared in court, with a lawsuit winning rate
of 91 percent.
Ⅸ.
Science and Technology and Education
By the
end of 2020, the number of scientific research and technological development
institutions of the XPCC at or above the level of the divisions was 17. 190
projects of various national science and technology programs were approved,
with a paid-in national fund of 136 million yuan. 324 projects of science and
technology at the XPCC level were arranged, with an appropriation of 190 million
yuan.
By the
end of 2020, there was one national high-tech industrial development zone, one
national torch characteristic industrial base, 88 high-tech enterprises, 71
technology-based small and medium-sized enterprises, 31 engineering technical
research centers, 9 industrial technology innovation strategic alliances, 26
science and technology intermediary service agencies, 45 mass makerspaces at
the XPCC level (including 14 which were reviewed and registered by the Ministry
of Science and Technology), 30 rural innovation and entrepreneurship spaces
(including 30 which were reviewed and registered by the Ministry of Science and
Technology), and 10 technology business incubators (including 5 at the national
level).
In 2020,
7 enterprise technology centers at the provincial level were newly added. By
the end of 2020, there were altogether 22 national and local joint engineering
research centers (laboratories), 7 enterprise technology centers at the
national level, and 64 enterprise technology centers at the provincial level,
and 15 engineering research centers (laboratories) at the XPCC level.
The
number of PCT patent applications accepted was 2,6705 in 2020, up by 31.2
percent over that of the previous year; and a total of 1,570 patents were
authorized, of which 146 were invention patents, up by 17.74 percent.
By the
end of 2020, there were altogether 127 quality inspection agencies. There were
68 national agricultural comprehensive standardization demonstration zones and
4 national service industry standardization demonstration zones. 3 national
agricultural standardization demonstration zones were newly approved. There were a total of 12 well-known trademarks of China, and one
city won the title of the Demonstration City of the National Strong Quality
City.
By the
end of 2020, there were 635 schools of varied types at various levels.
Enrollment of schools was 549.6 thousand students, with 49.5 thousand
educational personnel and 38.3 thousand full-time teachers.
The number
of higher education institutions was 11, with a total enrollment of 91 thousand
students, 5.8 thousand educational personnel and 4.3 thousand full-time
teachers, including 1.66 thousand post-graduate tutors. There are 22 secondary
vocational technical schools (5 secondary vocational classes attached to
colleges and universities), including 19 secondary technical schools, 2
secondary normal schools and one adult specialized secondary school. The
enrollment was 29.9 thousand students, with 1.3 thousand educational personnel
and 0.9 thousand full-time teachers. The number of regular senior secondary
schools was 46, including 13 combined secondary schools, 18 regular high
schools and 15 twelve-year schools. There were 57.5 thousand
enrolled students, 5.3 thousand educational personnel and 4.5 thousand
full-time teachers. The educational attainment rate was 99.51 percent. There
were 236 compulsory schools (including 41 combined primary schools, 9 regular
junior secondary schools, 186 nine-year schools and 15 compulsory departments
in twelve-year schools), with 284.8 thousand enrolled students, 27.3 thousand
educational personnel and 23.3 thousand full-time teachers.The educational attainment rate was 100
percent. The number of kindergartens was 319, accommodating 86.4 thousand
children, with 9.7 thousand educational personnel and 5.1 thousand full-time
teachers. There was one special education school, with 93 enrolled students, 39
educational personnel and 33 full-time teachers.
The
number of students graduating from nine-year compulsory education reached 99.02
percent of the total enrollment. The net enrollment rate of school-age children
in primary schools was 100 percent, and the gross enrollment ratio of
school-age population for junior secondary education reached 112.15 percent. In
primary and secondary schools and kindergartens of ethnic minorities, the
coverage rate of primary, secondary schools and kindergartens of ethnic
minorities which were taught in the standard spoken and written Chinese
language reached 100 percent.

Culture and Tourism, Public Health and Sports
By the
end of 2020, there were 9 professional art-performing groups, including 4
directly under the XPCC and 5 at the level of divisions/cities, with 567
employees. There were 81 museums and memorials, 52 libraries, and 3 art
galleries at various levels. There were one XPCC' s cultural center, 14
integrated cultural activity centers at the level of divisions/cities, 190
integrated cultural activity centers at the regiment level, and 1,230 integrated
cultural rooms at the company level. By the end of 2020, radio broadcasting and
television coverage rates were 98.8 percent and 99.7 percent respectively.
Cable television subscription rate was 70.0 percent. The business revenue of
enterprises above the designated size engaged in culture and related industries
reached 2.519 billion yuan, down by 38.8 percent over that of the previous year
on a comparable basis.
By the
end of 2020, the number of tourist enterprises totaled 450, of which there were
166 travel agencies, 6 tourism group companies, 62 star-rated hotels (12
four-star, 37 three-star, and 17 two-star hotels in Urumqi); 61 tourism A-level
scenic spots (one 5A-level and 17 4A-level scenic spots); and 157 star-rated
farm stays. There are 2 national all-region tourism demonstration zones, one
national ecotourism demonstration zone, 7 national red tourism classic scenic
spots, and 23 national rural tourism key villages. There were 6,712 registered
tour guides. 60 thousand persons were directly employed and 245 thousand people
were indirectly employed in tourism business.
The year
2020 registered 22.795 million tourists, down by 32.7 percent over that of the
previous year. The revenue from tourism totaled 81.79 billion yuan, down by
60.5 percent over that of the previous year. The number of tourists and tourism
revenue accounted for 14.6 percent and 8.1 percent of the autonomous region
respectively.
By the
end of 2020, there were altogether 1,108 various medical and health
institutions (including profit-making institutions), including 206 hospitals,
11 outpatients, 23 community health service centers, 91 community health
service stations, 733 clinics, health clinics and infirmaries, 47 disease
control and prevention centers (stations). There were various 27,503 medical
technical personnel, including 10,059 licensed doctors and assistant licensed
doctors and 12,584 registered nurses. The medical and health institutions
possessed 22,373 beds. Reported annual incidence of A or B infectious diseases
were 159.34 per 100 thousand.
Important
initial achievements were made in the COVID-19 epidemic prevention and control work
in 2020. As of December 7, 2020, 25 confirmed cases and one asymptomatic
infected case were reported accumulatively within the XPCC’s jurisdiction, with
no confirmed cases imported from abroad. In particular, zero morbidity and zero
infections were achieved in the response to the epidemic in Kashgar.
By the
end of 2020, there were altogether 255 elderly care institutions and facilities
with a total of 17,688 beds, of which there were 109 elderly care institutions
and 39 community day care centers for the aged in operation. The elderly care
institutions in operation adopted 7.7 thousand aged persons.
In 2020,
261 sports venues were newly added, covering an area of 301.5 thousand square
meters. By the end of 2020, there were altogether 6,793 sports venues. The
sports venue area totaled 7.4261 million square meters and the per capita
sports venue area reached 2.29 square meters.
Ⅺ.
Resources, Environment and Emergency Management
In 2020,
a total of 7.2 thousand hectares (108 thousand mu) of land for construction use
were approved, an increase of 85.64 percent over that of the previous year; and
the land supply was 6.55 thousand hectares (98.2 thousand mu), up by 29.04
percent over that of the previous year. The contract value of land transfer was
4.516 billion yuan, up by 10.28 percent over that of the previous year.
In 2020,
the total area of afforestation reached 16.57 thousand hectares (248.6 thousand
mu), up by 6.9 percent over that of the previous year. Of this total, 8.35
thousand hectares (125.3 thousand mu) were afforested by manpower and 8.22
thousand hectares (123.3 thousand mu) were afforested to fix the sand. The area
of greening villages (companies) was 0.67 thousand hectares (10 thousand mu). A
total of 55.87 thousand hectares (838 thousand mu) of land have been saved from
soil erosion.
By the
end of 2020, there were 4 wetland natural reserves at the XPCC (provincial)
level, with a total area of 1003.45 square kilometers.They
are as follows: the wetland natural reserve of middle and lower reaches of
Yarkant river in the Third Division/Tumushuk city, Qinggeda lake wetland natural reserve in the Sixth
Division/Wujiaqu city, the wetland natural reserve of
Kuitun river basin in the Seventh Division/Huyanghe city, and the wetland natural reserve of upper and
middle reaches of Manas river basin in the Eighth Division/Shihezi
city. The water quality of 6 rivers with 11 cross sections, 11 lakes or
reservoirs with 30 point locations and centralized
drinking water sources of 10 cities remained stable on the whole.
In 2020,
the comprehensive energy consumption of industrial enterprises above the
designated size amounted to 32.1699 million tons of standard coal equivalent,
down by 1.5 percent over that of 2019. The consumption of coal totaled 52.7205
million tons, down by 3.2 percent over that of 2019. The consumption of
electric power stood at 76.061 billion kilowatt-hours, up by 1.5 percent over
that of 2019. The consumption of coal accounted for 66.3 percent of the total
energy consumption, 3.5 percentage points lower than
that of 2019. The energy consumption of the six major high energy consuming
industries accounted for 94.6 percent of the total energy consumption of
industry above the designated size, an increase of 2.6 percentage points.
The
emissions of sulfur dioxide, nitrogen oxide, chemical oxygen demand and ammonia
nitrogen decreased by 18.0 percent, 15.1 percent, 2.9 percent and 5.7 percent,
respectively, compared with the 2015 levels. The emissions of key projects
reduced by 19 thousand tons, 14 thousand tons, 16 thousand tons and 2 thousand
tons respectively, compare with the 2015 levels. The obligatory targets
for reducing main pollutants set by the state to XPCC during the 13th Five-Year
Plan Period were accomplished on schedule.
Of the
337 cities subject to the assessment program nationwide, the ratio of average
days with fairly good air in the Sixth Division/Wujiaqu
city reached 73.8 percent, up by 3.7 percent over that of the previous year,
and the annual average concentration of particulate matter (PM2.5) was 63
micrograms per cubic meter, the same as that of the previous year; the ratio of
average days with fairly good air in the Eighth Division/Shihezi
city reached 77.2 percent, up by 7.9 percent over that of the previous year,
and the annual average concentration of particulate matter (PM2.5) was 56
micrograms per cubic meter, down by 9.7 percent over that of the previous year.
By the
end of 2020, the coverage rates of tap water, natural gas, centralized sewage
treatment, harmless disposal of household garbage, and centralized heating
reached over 95 percent in urban areas. More than 90 percent of companies
established a system of collecting, transporting, and disposing of household
garbage.
In 2020,
natural disasters hit 197.40 thousand hectares (2.961 million mu) of crops, of
which 3.6 thousand hectares (54 thousand mu) of crops were demolished. 3,543
rooms were collapsed due to disasters, among which 223 rooms of 70 households
were seriously damaged and 2,482 rooms of 1,039 households were generally
damaged. A direct economic loss totaled 783 million yuan, of which a direct
economic loss of agriculture amounted to 413 million yuan. Xinjiang recorded
208 earthquakes with magnitude 3.0 and over, of which there were 163
earthquakes with magnitude 3, 35 earthquakes with magnitude 4, 8 earthquakes
with magnitude 5, and 2 earthquakes with magnitude 6. The largest earthquakes
were the 1·19 Jiashi earthquake with magnitude 6.4
and the 6·26 Yutian earthquake with magnitude 6.4, of
which caused a direct economic loss of 223 million yuan for the Jiashi General Farm of the Third Divisions/Tumushuke city.
Various
work accidents amounted to 48, resulting in 44 deaths and 33 injuries. Among
them, work accidents in industrial, mining and commercial sectors numbered 12,
with 16 deaths and one injury. No major work death accidents occurred. There
were 12 general work death accidents, with 16 deaths (including one coal mine
work accident with 2 deaths).
